RESOLUTION NO. 08--59
A RESOLUTION FORMALIZING THE QTY OF TIGARD'S LEGISLATIVE PRIORITIES FOR THE
2009 LEGISLATIVE SESSION
WHEREAS,the Oregon State Legislature begins its regular session in January 2009;and
WHEREAS, a top priority of the Tigard City Council is to advocate for the interests of Tigard citizens before
state,regional and federal decision makers;and
WHEREAS,the League of Oregon Cities has asked cities to identifytheir legislative priorities;and
WHEREAS,on September 9,2008,the Tigard City Council discussed issues that would likely come before the
2009 Legislature.
NOW, THEREFORE,BE IT RESOLVED by the Tigard City Council to direct City staff to advise the City's
legislative delegation of the City Council's 2009 Legislative Session priorities:
SECIION 1: The Tigard City Council identified priorities for the 2009 Oregon State Legislative Session as
follows:
• Affordable Housing/Document Recording Fee: Continue to activelysupport the fee
and its passage.
• Transportation Funding:Advocate for increased funding for transportation including the
state gas tax that is indexed to increases in population growth,cost of construction and
inflation. Actively support funding for light rail in the 99W corridor. Support a review of
the allocation of state and federal transportation funds that is equitable and benefits the
users of the system.
• Land Use/Urbanization: Advocate for legislative action on annexation issues that"does
no harm." Activelysupport studying and then drafting legislation regarding funding for
infrastructure and governance of urban unincorporated areas. Support continued funding
for the`Big Look"project at the current level.
• Preemption of Local Revenue Sources: Protect all current Cityrevenue sources against
reduction or preemption. Actively support the League of Oregon Cities'proposal for an
alternative revenue system for telecommunications providers.
SE CIION 2: The City Council hereby directs the City Manager to provide a copy of this Resolution to the
City's Legislative delegation and the League of Oregon Cities.
