RESOLUTION NO. 08,461 ,
A RESOLUTION ESTABLISHING A CITIZEN ADVISOR'`COMMITTEE TO GUIDE
THE PREPARATION OF THE TIGARD NEIGHBORHOOD TRAILS PLAN AND
APPOINTING MEMBERS TO THE COMMITTEE.
WHERE-AS, the City of Tigard applied for and received a TGM (Transportation Growth and
Growth Management) grant for the preparation of the Tigard Neighborhood Trails Plan; and
WHEREAS, the plan will identify, evaluate, and set priorities for neighborhood level pathway
connections to provide for more direct travel within the City;and
WHEREAS, the project is part of an overall goal to increase the number of people walldnng
and bilging for transportation purposes in Tigard by providing better and more frequent
facilities for non-vehicular modes; and
WHERE AS, the project is administered by ODOT (Oregon Department of Transportation)
and a project consulting firm has been selected to prepare the plan,and
WHEREAS, a Citizen Advisory Committee is required to guide the preparation of the plan and
to present the completed plan to City Council;and
WHERE-AS,individuals representing a wide variety of community interests are needed to form
the committee and provide input into the preparation of the plan; and
WHEREAS, the committee members were selected through an established selection process
led by the Mayor.
NOW,THEREFORE, BE IT RESOLVE,D by the Tigard City Council that:
SECTION 1: The Tigard Neighborhood Trails Flan Citizen Advisory Committee is hereby
established to guide the preparation of the plan. Its membership shall
consist of those individuals listed on "Attachment A."
SECTION 2: The mission of the Citizen Advisory Committee is to:
(1) Review and comment on draft plan materials prepared by the project
consultant; and
(2) Guide the preparation of the plan to ensure that the proposed plan meets
community needs; and
(3) Promote public understanding of the proposed plan.
SECTION 3: The Citizen Advisory Committee shall:
(1) Participate in at least five meetings conducted by the project consultant;
and
(2) Participate in up to two open house meetings at the completion of
project milestones to provide the public with an opportunity to review
the progress of the project and offer comments; and
(3) Consider comments received from the public;and
(4) Present findings and recommendations to City Council upon completion
of the plan.
SECTION 4: The term of service for the members of the committee shall expire after
completion of the plan and presentation to City Council and the committee
itself shall be terminated at that point.
SECTION 5: This resolution is effective immediately upon pass-age.
