A RESOLUTION TO ESTABLISH THE FINANCIAL STRATEGY TASK FORCE AND APPOINT
MEMBERS TO THE TASK FORCE
WHEREAS, the City of Tigard's financial forecast is projecting a potential deficit in the General Fund as
early as FY 2008-09 and the State of Oregon requires budgets to be balanced; and
WHEREAS, the City of Tigard has projected potential deficits in the past and has taken all reasonable
actions to prevent those deficits, including reducing expenditures and adjusting fees to ensure full cost
recovery; and
WHEREAS, during the Tigard FY 2005-06 budget hearings there was discussion regarding the variance
between the growth of City expenditures and revenues; and
WHEREAS, additional steps to address these projections could include program reductions or adoption of
new revenues,including a Local Option Property Tax Levy; and
WHEREAS, the Tigard City Council determined that more citizen involvement and input was needed to
identify what steps the City should take next in addressing the City's financial future; and
WHEREAS, the Tigard City Council sees the need to create a citizen-based task force to prepare
recommendations that the City Couricil could consider in adopting measures to improve the City's financial
future; and
WHEREAS, the recommendations should be comprehensive and address revenue, expenditures, and how
services are provided by the City.
NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that:
SECTION 1: The Financial Strategy Task Force is hereby established and its members shall consist of the
citizen members of the City's Budget Committee, members of the Committee for Citizen
Involvement, a representative from the Downtown Task Force, and a representative fioin the
Transportation Financing Strategies Task Force.
SECTION 2: The Task Force is asked to develop recommendations that will assist the City Council in
adopting measures to address the potential future Hindi ng shortfalls. In preparing the
reconunendations the Task Force should-evaluate City program service levels, look at ways
for the City to deliver services in a more efficient or cost-effective manner, and identify
potential new revenue sources such as charging fees for service to those citizens that live
outside the City boundaries and/or asking the Tigard voters to approve a Local Option Tax
Levy. The Task Force is directed to report back to the City Council by December 31,2005,
