A RESOLUTION SUPERSEDING RESOLUTION 95-60 TO MODIFY THE ROLE OF THE STAFF
LIAISON IN THE BOARD AND COMMITTEE APPOINTMENT PROCESS.
WHEREAS, the City of Tigard wants to appoint interested citizens to serve on various boards and
committees;and
WHEREAS,Resolution 95-60 establishes a procedure for recruitment and appointments to boards and
committees;and
J IEREAS,City Council cons'.a ed a proposal to modify the role of the staff Iiaison in the board and
committee recruitment and appointment process at its meeting on September 19,2000.
NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that:
SECTION 1: Tigard City Council hereby adopts the following procedure for recruitment,interviewing
and appointments to the Budget Committee, the Library Board, and the Planning
Commission.
a. Three months prior to the expiration of any term(s) on the Library Board, Planning
Commission, or Budget Committee, a recruitment notice shall appear in the
Cityscape.In addition,any incumbents)eligible for reappointment shall be contacted
to determine their interest in reappointment.
b. Individuals interested in being considered for appointment to the Budget Committee,
Planning Cmmission,or Library Board shall submit a completed"Citizen's Interest
Application"by the deadline submitted in the Cityscape.
C. The Mayor and Councilor serving on the Mayor's Appointments Advisory Committee
shall be contacted and a time shall be scheduled to interview interested individuals two
(2)months prior to the expiration of any term(n'').
d. The staff liaison for each board or committee shall be appointed by the head of the
department that provides primaiy support to the committee.The appointed staff'liaison
for the board or committee shall review the applications submitted and provide
information to the Mayor's Appointments Advisory Committee members about the
present make-up of the committee including gaps in expertise or interest. The staff
liaison will attend the interviews,will not ask questions of the candidates or have a
vote in the selection, but will provide an overview to the candidates explai*iing the
function of the board or committee and its activities.

e. The Mayor and Councilor on the l`4ayor's Appointments Advisory Committee shall
review the applications and, considering the recommendations of the staff liaison,

select those individuals to be interviewed. Any incumbent(s) eligible for
reappointment shall also be interviewed.
f. The Mayor's Appointment Advisory Committee shall_ziake a recommendation to the
full City Council no more than thirty(30)days prior to the expiration of any term(s).
g. Individuals not selected for an interview or individuals interviewed but not appointed
shall be notified in writing.
h. Individuals appointed or reappointed shall be notified in writing at least twenty(20)
days prior to the expiration of the term to which they are appointed.
i. The staff liaison shall contact the newly appointed board or committee member at least
two (2) weeks prior to the beginning of the term to schedule an orientation.
Reappointed members shall also be contacted and provided an opportinity to discuss
issues of concern or interest with the staff liaison.
SECTION 2: Appointments of Council members to internal committees formed by Council rule shall be
made by the Mayor.
