CITY OF TIGARD,OREGON
RESOLUTION NO. DD-g2
A RESOLUTION OF THE CITY OF TIGARD, OREGON, REAFFIRMING ITS CONSENT TO
FORMATION OF A MEW COUNTY SERVICE DISTRICT.
WHEREAS, The City of Tigard passed Resolution No.12 on March 28,2000,consenting to formation
of a new County Service District to have the authority to provide recreation services within the City
pursuant to ORS Chapter 451,County Services Facility;and
WHEREAS, The City Council authorized the City Manager to enter into a Memorandum of
Understanding with Washington County,The Tigard-Tualatin School District,and the cities of Tualatin,
Durham and Tigard which provided general guidelines for governance of the District and other
provisions relating to funding of the District in use of and payment for facilities;and
WHEREAS, The City Manager was authorized to enter into a Memorandum of Understanding which
provides that the City of Tigard will appoint at least one Board Member for the District and states
anticipated tax rates both operational and capital;and
WHEREAS, The City Manager has followed the direction of Resolution No.12 and signed a
Memorandum of Understanding in the form of the Exhibit referred to in Resolution No.12;and
WHEREAS,Following execution of the Memorandum of Understanding, based upon recommendation
of Washington County's Bond Counsel,the anticipated combined tax rate proposed for the District shall
not exceed$0.83/1,000;and
WHEREAS,The City Council has determined that the combined permanent tax rate, although different
from the potential rates discussed with the City Council by the proponents of the Atfalati Recreation
Partnership prior to passage of Resolution No.12, is acceptable to the City Council;and
i WHEREAS,The District known as the Atfalati Recreation Partnership will be formed if voters within
the proposed District approve a ballot measure in the November 2000 election.

NOW,THEREFORE,THE CITY OF TIGARD RESOLVES THAT:
SECTION 1: The City of Tigard reaffirms its consent to formation of a new County Service District
understanding that the permanent tax rate to be voted upon by the voters in November
2000 shall not exceed$0.83/1,000 to provide for both operational and capital expenses.

number and title only,this day of 2000.
