A RESOLUTION OF THE TIGARD CITY COUNCIL CALLING FOR AN ELEC'T'ION ON
NOVEMBER 7,2000,TO SUBMIT TO THE VOTERS THE QUESTION OF CONTRACTING
A GENFRAL OBLIGATION BONDED INDEBTEDNESS IN THE AMOUNT OF$16 MILLION
TO FINANCE TRANSPORTATION SYSTEM IMPROVEMENT PROJECTS.
WHEREAS,the Tigard City Council adopted goals for 1999;and
WHEREAS,one of the 1999 Council goals is to complete the City's transportation progra.n dcvulupraent-
and
WHEREAS.the Tigard City Council appointed a Transportation Bond Task Force in Resolution No.99-
19 to select and recommend a package of projects for a year 2000 bond measure;and
WHEREAS,the Transportation Bond Task Force developed an extensive list of potential projects for
consideration;and
WHEREAS,the Task Force conducted a Citywide public involvement process to receive citizen input
prior to selection of a final list of projects;and
WHEREAS,the Task Force carefully considered the citizen input in selecting a final list of projects for
recommendation to the Tigard Planning Commission and City Council;and
WHEREAS,the Planning Commission er-dorsed the Task Force recommendations on April 17,2000 and
approved the projects for further submittal to City Council;and
WHEREAS,the Tigard City Council approved the Task Force recommendations on May 9,2000 and
directed the preparation of a resolution and ballot title to place the bond measure on the November 7,2000
election ballot_
NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that:
SECTION 1: An election is hereby called in and for the City of Tigard,Washington County,Oregon
for the purpose of submitting to the legal voters of the City the Measure attached to
this resolution as Exhibit"A",which by this reference is made a part of this resolution.
SECTION 2: Tuesday,November 7,2000 is hereby designated the date for holding the election for
the purpose of v `--on the measure as stated in the above paragraph.
SECTION 3: The election will be conducted by the Washington County Elections Department,
which department shall establish polling places,precincts,and election boards for such
election.

SECTION 4: The precincts for said election shall be and constitute all of the territory included
within the co=porate limits of the City of Tigard.
SECTION 5: The ballot title to appear on the ballots shall be as shown on Exhibit"A"attached
hereto and incorporated by this reference.
SECTION 6: The City Elections officer is hereby directed to give notice of receipt of the ballot title
as required by ORS 250.275(5),by publishing such notice in the next available edition
of a newspaper of general distribution in the City.

If the bonds are approved,they will be payable from taxes on property or property
ownership that are not subject to the limits of sections I 1 and l lb of Article XI of the
Oregon Constitution.

This bond measure funds transportation system improvement projects. The City's
Transportation Bond Task Force prioritized the projects based on public input. The focus
is on major collector streets and one minor collector with safety issues. The estimated
cost for these projects is$16 million which includes preliminary engineering,land
acquisition,construction and construction management,with contingencies and inflation
factored in.
These projects are consistent with Tigard's goals of improving traffic safety and flow,
and enhancing pedestrian and bike transportation. These projects will support future
growth and relieve traffic congestion.
The bonds are anticipated to raise$16 million on a one-time basis. The bonds would be
j repaid by the levy of property taxes over a period of up to 10 years. The anticipated
interest rate is approximately 5.1%(TIC). The actual rate will be determined by the bond
i market. At 5.1%interest(TIC),total anticipated payment over 10 years will be
$20,836,430.The first year tax rate for repayment of the bonds is estimated to be 65¢per
$1,000 of assessed value.

EXPLANATORY STATEMENT
A"YES"VOTE ON THIS MEASURE IS A VOTE TO INCREASE TAXES.
The City Council placed a bond measure on the November 7,2000 general election ballot. If
approved this measure will fund transportation system improvement projects.
In 1989,the voters of Tigard approved a bond measure in the amount of$10 million for
transportation improvements Citywide.Those improvements have been constricted,and the
bond issue was fully repaid in 1999.In the decade since that bond measure was approved,the
population growth and increase in traffic have clearly revealed the need for further improvements
to transportation circulation and safety throughout the City.
In April 1999,a Council-appointed Transportation Bend Task Force,consisting of citizens and
staff,began a yearlong process to review and identify transportation,safety,sidewalk,and
pedestrian/bikepath projects necessary to meet the Citv's goals of improving traffic safety,
improving traffic flow,and enhancing pedestrian and bike transportation. The projects proposed
were rated u.,img a variety of criteria aimed at meeting Tigard's transportation goals.
After a series of public meetings the Task Force carefully considered public input and prepared a
final list of recommended projects. The projects focus on construction of major collectors with
the inclusion of one minor collector that has safety issues.
The recommended projects include transportation system improvements for:

If,after the above-listed projects have been completed,there are bond funds remaining,the
alternative projects listed below will be funded in order of priority shown:

. Burnham Street—Main Street to Hall Boulevard
■ Tigard Street-South side,Main Street to Tiedeman Avenue
■ Tiedeman Avenue—Greenburg Road to Tigard Street

The total estimated cost for the recommended projects is$16 million. The estimated cost is a
general estimate and includes preliminay engineering,land acquisition,construction and
7 construction management costs,with contingencies and inflation factors built in. If the measure
q is approved by the voters,detailed engineering work will be completed and City staff will work
with adjoining property owners and affected neighborhoods to address specific design questions
and to review available design options.
The recommendations of the Task Force,which reflect much of the public input,include the
following:
■ Focus improvements on collectors
• Select projects within City limits
• Seek partnerships and other funding sources aggressively to supplement bond proceeds
• Minimize adverse impacts on existing neighborhoods
■ Examine code and design standards to allow more flexibility in application to existing
neighborhoods
The first year tax rate for repayment of the$16 million in bonds is estimated to be 65¢per
$1,000 of assessed value,beginning in 2000/2001,or approximately$97.50 during the first year
on a$150,000 home.Assuming the City of Tigard's assessed value continues to grow,this tax
rate is expected to gradually decrease over the 10-year period.

A RESOLUTION TO ESTABLISH A TRANSPORTATION BOND TASK FORCE TO DEVELOP
AND PRESENT A TRANSPORTATION BOND MEASURE TO THE TIGARD CITY COUNCIL
FOR CONSIDERATION BY THE VOTERS OF THE CITY OF TIGARD.
WHEREAS,the Tigard City Council has adopted goals for 1999;and
WHEREAS,one of the 1999 Council goals is to complete the City's transportation program development;
and
WHEREAS,one element of that goal is to identify and provide a list of transportation projects and
develop a package of projects for a year 2000 bond measure;and
WHEREAS,other elements of that goal are to enhance safety Citywide through safety-related
improvements,traffic calming projects,and installation of street lighting;and
WHEREAS,another element of that goal is to plan for and construct sidewalks,pedestrian walking paths,
and bike paths as part of the City's transportation network;and
WHEREAS,the Co„nc;l wishes to incorporate these safety-related,sidewalk,and pedestrian/bike path
projects as part of the transportation bond measure for consideration by the voters;and
WHEREAS,the Tigard City Council desires to have a group of individuals representing abroad range of
interests,backgrounds,and areas of concerns participate in the development of the transportation bond
measure;and
WHEREAS,the Tigard City Council wishes to have this group participate in the placement of the bond
measure on the year 2000 election ballot and promote the passage of the bond measure.
NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that:
SECTION 1: A Transportation Bond Task Force is hereby established.Its membership shall consist
of those individuals listed on the attached Exhibit"A".
SECTION 2: The mission of the Task Force is to:
(1) Identify the transportation,safety,sidewalk and pedestrian/bike path projects for
a inclusion in the bond measure;and
i (2) Present a consensus recommendation to the Planning Commission for comment,
i and to the City Council for approval;and
(3) Develop and implement the process to receive and consider public input
a culminating with placement of the bond measure in the year 2000 election ballc`•
3 and
(4) Promote the bond measure to the public.

SECTION 3: The Task Force shall present its consensus recommendation to the City Cow.lcil no later
than the end of November 1999.
SECTION 4: The City Engineer shall be assigned as staff'liaison to the Task Fore.Other City staff
shall be used to support the Task Force activities as deemed neces.:,:�,throughout the
entire process.
SECTION 5: At the first meeting the Task Force shall select a chair to preside ovee t're meetings.The
Task Force shall operate under Roberts Rules of Order.Al meetings s',.all be noticed
and conducted in accordance with the State of Oregon public meetings law.A quorum
consisting of at least 6 members shah be required for the Task Force to meet.Minutes
shall be recorded at every official meeting of the Task Force.
SECTION 6: The Transportation Bond Task Force shall be considered as having accomplished its
mission after successful placement of the Transportation Bond measure on the year
2000 election ballot,followed by promotion of the bond measure.I,p to e-ler_.tinn day in
November 2000.The Task Force shall be deactivated effective December 31,2000,
unless continued by resolution prior to that date.
