A RESOLUTION OF THE TIGARD CITY COUNCIL REGARDING MEMBERSHIP IN THE CITY/
" COUNTY INSURANCE SERVICES TRUST(CIS)FOR THE LIABILITY RISK SHARING POOL.
WHEREAS, the City/County Insurance Services Trust(CIS)offers pooled self-insurance offering cost
stability and the potential for long-term savings;and r'z

WHEREAS, CIS is sponsored by the League of Oregon Cities and the Association of Oregon Counties as k
a service to Oregon cities and counties;and
WHEREAS, the City of Tigard entered into an intergovernmental agreement with Washington County,
under the authority of ORS 190,to study the transfer of certain urban services from the County to the City t;.
to determine cost effectiveness and feasibility ofthis transfer consistent with the objectives of SB 122;and
' WHEREAS, the City of Tigard finds that membership in CIS is of benefit in managing the risks involved ,4
` in providing services to its citizens within the Urban Services Area;and
WHEREAS,the City of Tigard has reviewed the Trust Agreement,Bylaws of CIS for compliance with the
Charter anti Ordinances of'i'ig�r.t and the Urban Services T(ie; w
NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council,under the provisions of the Urban '
_. Services IGA,does hereby enter into a contract with CIS and became a member of the CIS Trust for z.
General Liability and Automobile Liability for a three-year period commencing May 14,1997 and agrees
to abide by the terms of the Trust Agreement,Bylaws and Rules of CIS which,along withthis Resolution,
constitutes the contract between City of Tigard,the Urban Services IGA with Washington County,and
CIS. The City Manager of the City of Tigard is hereby authorized to execute such documents as are
necessary pursuant to this Resolution. u
