Resolution No. 95-10 CITY OF TIGARD,OREGON RESOLUTION NO.95- C7 A RESOLUTION CAIJANG FOR A SIX-YEAR SERIA..LEVY FOR WASEMNIGTON COUNTY ROADS TO B E SUBMITTED TO THE VOTERS WHEREAS, a modern, safe and efficient transportation system is indispensable to the livability and ecm7omie well-being of the City of Tigard and Washington County,and WHEREAS,the citizens of Washington County have twice expressed their willingness to provide for part of their transportation reeds through approval of the Major Streets Transportation Improvement Program(NISTIP),and WHEREAS, the need for majc_ street transportation improvements in Tigard and Washington County far exceeds available resources,and VA]EREAS,the Washington County Coordinating Committee has identified certain transportation awlities in the City and County that are in most urgent need o improvement from the standpoints of traffic congestion and safety hazards to motorists,bicyclists and pedestrians,and WHEREAS,the County has conducted open houses attended by 150 citizens, which confirmed the direction and content of the proposed program, and WHEREAS, the Committee has recommended that the Board of County Commissioners submit to the voters of Washington County a proposed six-year, $130 million serial levy on May 16 to carry out high-priority transportation improvements described on the MSTFP 3 Project list attached hereto, and WHEREAS, all transportation improvements to be funded by the proposed levy are to correct existing safety and traffic congestion problems,and WHEREAS,projects area multi-modal (freight, transit, auto, bike and pedestrian) and provide a broad base of support for quality of life and economic vitality within Washington County, and WHEREAS,residents of Tigard have a significant and direct stake in the outcome of the election,in that passage of the transportation serial levy would assure funding of urgent arterial and collector street improvements,including Walnut Street and,Hall/95W improvements, and RESOLUTION NO.95-10 Page 1 of 2 WHEREAS, the proposed project list provides benefts to citizens of the City of Tigard and the citizens of Washington County, and WHEREAS, the proposed six-year serial levy will rescan in an estimated tax rate no greater than the tax rate required to fund the MSTIP programs to date, with the current levy expiring in FY 95-96,and WHEREAS, no other adequate sources of funding form fedaral,state or local sources are presently avaihl hle or Like!,-to be aiiahle to carry out needed road capacity and safety improvements in the City and County,now, therefore, BE IT RESOLVED BY THE COUNCn,OF Tim CrrY OF TIGAR D, OREGON: that the City recommends to the Washington County Board of Comffiissioners that the proposed six-year, $130 million road improvement levy be submitted to county voters for approval in the May 16, 1995 special election.
