A RESOLUTION APPROVING.THE NEW COLLECTIVE BARGAINING AGREEMENT BETWEEN
THE CITY OF TIGARD AND THE TIGARD POLICE OFFICERS' ASSOCIATION.
WHEREAS, the City of Tigard and the Tigard Police Officers' Association
have negotiated a new collective bargaining agreement;
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that:
Section 1: The City Administrator is authorized to sign the new
Agreement.
Se=ction 2: The terms and conditions of this agreement be in full
force and effect from July 1, 1994 - June 30, 1996.

SUBJECT: TPOA Tentative Agreement
The tentative TPOA agreement contains changes to eight articles in the contract plus one
side letter of agreement on a classification issue. Additions to the contract are
underlined. Deletions are in brackets.
1. Article 13, Section 13.6 - Safety Release, modify to read as follows:
Employees working sixteen or more hours in a twenty-four hour period may
be given their next scheduled shift off with pay. In such event, no
deduction shall be made from the employee's leave. If employees are
directed to work their next scheduled shift,they shall be paid at the rate of
time and one-half for such shift. The twentv-four hour period described
herein shall commence at the start of the employee's regularly scheduled
shift.
2. Article 17, Insurance Benefits, modify Section 17.1, add new Section 17.3
(renumber Sections 17.3-17.8 as Sections 17.4-17.9), as follows:
Article 17.1 Health Insurance
The City agrees to provide and maintain LOC Trust Plan 11$100 individual,
$30C family deductible effective 1/1/95 at no cost to the employee.
17.3 Vision. Effective 8/1/94 the City agrees to provide UCR Vision
coverage,employee coverage only,at no cost to the employee. Dependent
coverage will be paid by the employee.
3. Andcle 18, add now Section 18.12, Family Medical Leave, to read as
follows:
18.2 Family Medical Leave
The City agrees to abide by the applicable provisions of state or federal law
regarding family medical leave.

4. Article 23,Section 23.2, Clothing Allowance, modify to read as follows:
The City will provide a clothing allowance for employees while assigned to
plain clothes duty at the rate of$40.00 per month. The provisions of this
section shall apply to reimbursable expenses incurred in the fiscal year for
reimbursement within the same fiscal year and shall apply only to sworn
personnel who wear plain clothes seventy-five percent (75%) or more of
duty time calculated monthly.
5. Article 23,add new Section 23.5,Equipment Allowance,to read as follows:
23.5 Equipment Allowance
The City will provide an equipment allowance for sworn personnel. The
equipment allowance will be in the amount of fifty dollars($50.00)per Year,
and will by for the purpose of reimbursing sworn employees for the costs
of equipment necessary for the performance of their lob,including articles
of clothing and footwear.
6. Salary Schedules
For 1994-95 the cost of living adjustment for TPOA is 3.5%effective July
1 1994. In addition,sworn officers will receive a market adjustment at the
same time Corporal and sergeant wages will then be adjusted by a
differential of 7.5% and 16%respectively.
EEttectiVe-..liily 1, 149'95:
a) Steps-Adiust Police Officer and Community Service Officer step rates
in effect June 30, 1995 by 1.5%.
b) COLA Increase by a percentage equal to the increase in the
Consumer Price Index. Urban Wage Earners and Clerical Workers. CPI-W.
All Cities twelve month period.January 1994 to January 1995,minnimum of
3%. maximum of 6%.

7. Article 31, Section 31.1, Certification/Education, add the following new
language:
Certification pay increments will begin as of the date of issuance shown on
the certification. Educational achievement pay increments will begin as of
the date of written notice to the City of a degree or equivalent hours._
& Article 33,Termination, modify to read as follows:
This contract shall be effective as of the date of its signing by both parties

June 30,[19941 1996.
The parties agree;to commence negotiations on or before January 5,[1994]
1996,for a successor Agreement. This contract shall remain in full force
and effect during the period of negotiations. The parties agree to
administer this contract and negotiate for a successor agreement in
accordance with OPS 243.650, et seq., the Oregon Public Employee
Collective Bargaining Law.
9. Side Letter. Execute the following side letter.
The parties are agreed that the Association has no interest in and expressly

I believe this covers the agreement and the impacts we have determined to date.
