CITY OF TIGARD, OREGON
RESOLUTION NO. 92-09
RELATING TO A HOME RULE CHARTER FOR THE METROPOLITAN SERVICE DISTRICT
WHEREAS, in November, 1990, the voters of Oregon amended the state
Constitution to allow for the enactment of home rule charters for
metropolitan service districts; and
WHEREAS, a Charter Committee has been appointed by METRO, the state
legislature, and cities and counties to draft a home rule charter for a
metropolitan service district in the tri-county area; and
WHEREAS, the Charter Committee has stated its intention to complete the
charter in spring of this year and place it on the November 1992 ballot
for consideration by the voters of this region; and
WHEREAS, 23 cities, two counties and 13 special districts of this region
have formed the Regional Governance Committee (RGC) for the purpose of
developing consensus on the most efficient and effective system of
regional governance and working cooperatively with the Charter
Committee, other public agencies, the private sector and the public on
these issues; and
WHEREAS, the Regional Governance Committee has developed a proposed i
outline for a charter for the metropolitan service district;
NOW, THEREFORE, BE IT RESOLVED that the Tigard City Council does hereby
endorse the following general principles for regional governance and II
offers continued support to the Regional Governance Committee in its
efforts to ensure that these principles are included in the charter:
Section 1: In order to best serve the changing long-term needs of
the region, the regional government should have a general
grant of authority to address matters of metropolitan
concern which may arise in the future;
Section 2: Any expansion of METRO's current planning and service
delivery functions should be subject to a decision making
process which includes:
- decision criteria to determine when a 11-matter of
metropolitan concern" exists;
identification of regional and local government
roles;
a strategy for financing and managing the activity;
and
either a collaborative decision-making prccess with
local governments or a direct vote of the people.
Section 3: On-going consultation with local governments as planning
and service delivery functions are executed should be
required;

Section A: The primary function of the regional government at this
time should be the regional aspects of growth management;
Section 5: The regional government should be pro-active in the area
of growth management, including creating regional goals,
objectives and performance standards;
Section 6: Localp `�'la should, be ne-=tent • ith -egional standards
using methods and tools that local governments decide are
best suited to meet unique local needs;
Section 7: All existing planning and service delivery functions of
METRO should be maintained;
Section 8: The regional governmentt should be structured to promote
accountability and efficiency: with an effective policy-
making Council and professional management; and

Section 9: Oversight mechanisms, including collaboration with local
governments when appropriate, should be established for
budget, taxing and rate setting decisions of the regional
government to promote efficiency and accountability.
