Resolution No. 91-61 , CITY OF TIGARD, OREGON RESOLUTION NO. 91- L__ A RESOLUTION APPROVING THE RECOMMENDATIONS OF THE HEARING STUDY REPORT FOR THE I-5 AT 217/KRUSE WAY INTERCHANGE PROJECT, WITH CONDITIONS. WHEREAS, the Oregon Department of Transportation (ODOT) has prepared a Draft Hearing Study Report for the project known as Interstate 5 at Highway 217/Kruse Way Interchange, dated July 1991; and: WHEREAS, the Tigard City Council reviewed the Hearing Study Report and the recommended project design at its regular meeting of August 13, 1991; and, WHEREAS, the City Council finds that the recommended project design will be beneficial to the City by improving traffic safety on Interstate 5 and Highway 217; and, WHEREAS, the Tigard Comprehensive Plan Transportation Map and Policies support the goals and objectives of ODOT to improve traffic flow and capacity at the interchange; and, WHEREAS, the City Council finds that the recommended project design satisfies the goals and objectives if the detailed final design provides adequate protection for access to and use of City streets during phased construction. NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that: Section 1: The Tigard City Council hereby approves the Draft Hearing Study Report dated July 1991 and the Alternative A Modified design recommended by the Draft Hearing Study Report. Section 2: The design is approved with the understanding that existing ramps to and from southbound Highway 217 at the 72nd Avenue interchange will remain open to traffic until the ramps are replaced by new ramps in Phase II. Section 3: 1f any streets under the jurisdiction of the City of Tigard are to be used as detour routes during construction, said use shall be subject to final approval of the City Engineer. Prior to approving any detour routes, the City Engineer shall determine that pavement structures and street capacities are adequate to RESOLUTION NO_ 91- 60/ Page 1 t accommodate the proposed detour, traffic and that adequate traffic controls, including traffic signals if necessary, will be in place during the detour usage.
