A RESOLUTION OFTHE'11GARD CITY COUNCIL CALLING FOR AN ELECTION
TO BE HELD ON NOVEMBER 6, 1990, IN CONJUNCHON WITH THE STATE-
WIDE ELECTION,FOR-IHE PURPOSE OF SUBMITTING To THE REGISTERED,
QUALIFIED VOTERS OF THE CITY OF TIGARD THE DUES 1710N OF
ESTABLISHING A NEW TAX BASEFOR THE CITY.
WHEREAS,the City Council of the City of Tigard,Oregou has detemlived that a new tw-;base should be
established by Article XI,Section 11,of the Oregon Constitutioa,in order to permit the proper operation of the
City's affairs within the constitutional limits;and
WHEREAS,State law requires that a new tax bas:.shall beeubmiaed to the legal voters of the City for their
approval;
NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that:
SECTION 1: An election is hereby called in and for the City of Tigard, Washington County, Oregon on
Tuesday,November 6,1990,between the hours of 7LO0 am.and 8:00 p.m.
SECTION 2: The following bailor title and explanation is hereby approved and the following measure shall be
printed on the official ball'ot as set forth below.
ESTABLISHES AN UPDATED TAX BASE
QUESTION: Shall the City of"IlLand be authorized a S3,580,2W tax base beginning with tke 1"1/92 fiscal
Year?
SUMMARY: If approved,the proposed tax base will allow the City to:
Maintain police,park and library service levels.
Enhance crime prevention programs in the community such as Neighborhood Patrol,
Nelghborho--Watch,and School Resource Offleers. Maintain police programs including
Drug Enforcement and use of the Traffic UuIL
Keep library servicea including educational and recreational progrums. Coullnue evening
and Sunday hours fol moire access to the library.
Provide financial stability.
Maintain commitment to the Senior Center.
Strengthen control of growth and development.

The proposed tax ba-se Is estimated to result in a tax rate of$2.19 per$1,000 of assessed value.
The City's current tax haft Is$2,%6,282.. The City has not asked to raise the tax base for five
fiscal years. In 1966,20,76S people lived in Tigard. This year,29,335 people live herv.

SECTION 3: The election will toe conducted by the Washington County Elections Department, which
department SIA establish polling plas:es,precincts,and election boards for such election.
SEC`FION 4: The City Recorder is hereby authori_ed and directed to certify in the manner provided for by law
to the Elections Director of`A+asruttgtan County,Oregon,the foregoing measure for inclusion as part of the
regular ballots to be prepared by the Elections Director for voting at all precincts within the City of Tigard at
the general election on November 6, 1590.
SECTION 5: The City Recorder of tta;City of Tigard is hereby ordered and directed to prat notices of said
election in one place in each voting precinct of the City. These notic&,'shall be posted at least ten(16)days
before the date set fox the elc,Won. Tlne City Recorder shall give additional notice of the aforesaid City election
by publication in the Tigard Timesbeing a newspaper of general circulation in the City of Tigard,Oregon,once
each weck for two consecutive weeks,the first publication to be not less than ten(16)days before the election.
The notice shall contain the ballot title corder which the question will appear on the ballot and shall set forth the
time and place of said election.
