Resolution No. 90-40 CITY OF TIGARD, OREGON RESOLUTION NO. 90- 1 A RESOLUTION OF THE TIGARD CITY COUNCIL APPROVING NEW BILLING RATES FOR O'DONNELL, RAMIS, ELLIOTT & CREW, TIGARD CITY ATTORNEYS WHEREAS, Cha-per_e a 60 of the Tigard Municipal Code provides for the _ office of City Attorney; and _ WHEREAS, the law firm of O'Donnell, Ramis, Elliott & Crew has served as the City Attorney since 1981; and WHEREAS, the Tigard City Council has found the law firm's performance to be satisfactory during that time; and WHEREAS, the billing rates charged by the City Attorney's office have not changed since 1981; NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that: O'Donnell, Ramis, Elliott & Crew, City Attorneys for the City of Tigard shall bill for their services at the rates set out in Mr. Ramis' June 15, 1990 letter to Council, attached hereto as Exhibit"A". Tha new rates shall take effect July 1, 1990. Box 23397 Tigard, OR 97223 RE: Riitincr Rates for Attorney Services Dear Members of the Council: The firm of O'Donnell, Ramis, Elliott & Crew is proposing a revision to the rate structure for City Attorney services. The rates currently in use were established in 1981 when the firm first provided service. During the nine years of service, we have identified ways to provide quality service, while holding down costs. To accomplish this, we have used several techniques. We have emphasized preventive law in an effort to anticipate problems and alert staff to potential pitfallsof l4ti--11-inn down. ,. order to 220 the .-.+..zt _ _ We have also identified recurring problems and developed manuals so that repetitive problems can be dealt with in a systematic way at s'c-aff level rather through the use of lawyer time. We have worked with staff in several different types of training sessions, also with an emphasis on reducing the use of lawyer time. Tnnovative use of legal assistants has been our latest technique. These have been successful efforts. Costs have been contained, while City growth has continued to occur :t a high rate. The rates established in 1981, and still in place today, are as follows: Partners $ 65.00 Associates $ 50.00 Law Clerks/Legal Assistants $ 30.00 Tigard City Council June 15, 1990 k_ Page 2 The firm proposes that the rates be increased- as 4f July i, 1990, as follows: Partners $ 75.00 Associates $ 65.00 Law Clerks/Legal Assistants $ 55.00 We hope the City Council will see the proposal as providing good value.
