CHANGING THE MAYOR'S TOF OFFICE TO FOUR EARS
BE IT RESOLVED BY T3-f COMION COUNCIL OF THE CITY OF TIGARD, W.ASFffNMON
COUNTY, OREGON, that an election is hereby called in and for the City of
Tigard, Washington County, Oregon, for the purpose of submitting to the legal
voters of said City the following question:
CARTER AMENDM XT CHANGING MAYOR'S TERM
OF OFFICE TO FOUR YEARS
Question: Shall the Tigard charter be amended to change the mayor's
tern of office to four years beginning in 1990?
Explanation: The Tigard Charter now provides that the mayor shall hold
office for a period of two years. If this amendment is
approved, the mayor elected at the general election in
November 1990 will serve a four-year term. Councilors now
serve a four year term. If approved, no mayor shall serve
�^ mayor for more than eight consecutive years. The
limitation that no person shall serve on Council more than
twelve consecutive years shall remain the same.
BE IT FLnTIILER RESOLVED that Tuesday, May 15, 1990, between the hours of 7:00
a.m. and 8:00 p.m., is hereby designated the time for holding the election for
purpose of voting on the measure as stated in the first paragraph of this
resolution.
BE IT FURTHER RESOLVED that the election will be conducted by the Washington
County Elections Departxnent, which department shall establish polling places,
precincts, and election boards for such election.
BE IT FURIBER RESOLVED THAT THE precincts for said election shall be and
constitute all of the territory included within tth� li... c;f t_.G

BE IT FU HER RESOLVED that the Act containing the full charter amendment be
attached hereto and included in this resolution by this reference.
BE IT FCAM1ER RESOLVED that the City Recorder of the City of Tigard is hereby
ordered and directed to post notices of said election in one place in each
voting precinct of the City. these notices shall be posted at least ten (1)
days before the date set for the election. The City Recorder shall give
additional notice of the aforesaid City election by publication in the Ti rd
Times, being a newspaper of general circulation in the City of Tigard, Oregon,
once each week for two consecutive weeks, the first publication to be not less
than ten (10) days before the election. The notice shall contain the ballot
s_ title under which the question will appear on the ballot and shall set forth
the tL, and place of said election.
AND BE IT FUZI"ER RESOLVED that the Election Department of Washington County
is nereoy instructed to prepare the ballots and other paraphernalia
to conduct said election.

BY 'TETE TIGARD CITY COLTdCIL
The Charter of the City of Tigard. Washington County, Oregon, shall be amended
as follows:
Section 7. MAYOR AND COUNCIL. Tile elective officers of the city shall
be a mayor and fa-r councilors who together shall constitute the City
Council. At the general election held in 1990 and every fourth near
there--+fter a mayor shall be elected for a_ term of four years. No
coung-ilor shall serve the city as Councilor for more than eight
consecutive years nor shall the mayor serve as mavor for more than
eight consecutive years. In no case shall any person serve on the City
Council for mu're than twelve consecutive years. These limitations do
not a- ;ly to the filling of an unexpired term.
No person who is serving as mayor or councilor shall become a candidate
for any city office for a term which would be concurrent with the term
in office then held uiless that Person first submits a written
resignation from the then current office at the time of filing for the
other office. A resignation submitted to satisfy this section shall not
be withdrawn. A resigrnation shall be adequate for the purposes of this
section if it provides for the termination of the signer's service in
the office not later than the last day before service would begin in the
.__ office for which that person seeks to become a candidate.
In the event the office of mayor or councilor becomes vacant before the
normal expiration of its term, a special election shall be held at the
next ava labie date to fill The office for the unexpired term. Such an
election shall be held iinaccordance with the election laws of the state
of Oregon and city onai-nances not inconsistent with such election laws.
The council shall appoint a person to fill a vacancy until the election
can be held. Any person appointed to fill a vacancy shall not be a
candidate for election to that position at the vacancy-filling election.
