A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR TO SIGN AN AGREEMENT WITH THE
TUALATIN VALLEY ECONOMIC DEVELOPMENT CORPORATION TO PROVIDE ECONOMIC
-c VRI,OPlIfFNp SERVICES.
WHEREAS, there is a public need to more closely coordinate the economic
development efforts in the Tualatin Valley area; and
1?74EREAS, a successful program will depend partly upon the creation of a
partnership between, the public and private sectors, such partnership extending
to the funding of the program; and
WHEREAS THE City Council approved in concept the funding for the TVEDC at its
June 27, 1988 Council meeting;

The Mayor and City Administrator are herany authorized to sign the attached
agreement with the Tualatin Valley Economic Development Corporation.

JOINT FUNDING OF TUB PRIVATE/PUBLIC PARTNERSHIP

The cities of Washington County saek to participate in
a more cooperative use of resources to further mutual
economic development objectives within the Tualatin
Valley.
The cities of Washington County acknouledge and
support the rola of the Tualatin Valley Economic
Devel6pment Corporation (TVEDC) as the private sector
counterpart organisation to Washington County to assume a
county-wide coordinative role in economic development
efforts.
AGREEMENT
The participating cities of Washington County (see
EXHIBIT A) hereby agree to provide financial support to the
Tualatin Valley Economic Development Corporation (TVEDC) as
the private sector coordinator for economic development in
Washington County.
Insomuch as the Washington County Board of
``oeoiosisaars is prepared to offer its participation in a
coordinated funding elan for TVEDC, the County a cities
hereby agree to commit a corresponding amount to TVEDC.
The smon=t to be dedicated by each of the
participating citieg shall be based on each city's
Population as recorded by the Center for Population
Research and Census. The dollar contribution shall be
calculated at $8.165 per capita as outlined in EXHIBIT B.
The term of th• agreement in one year commencing July

Funds "hall be dispersed by each city, in a check made
payable to TVEDC, on a quarterly basis (July, October,
Jasnuary and April) commencing July 1, 198Fi.
PERFORMANCE

participating cities, for their review, a one year
workplan. The workplan shall include the following elements:
Performance check pointe corresponding to
quarterly payments
Estimated Budget
Development: of a coordinated county wide
economic development strategy
Failure of TVEDC to perform on this agreement may
result in its termination or withholding of payments until
compliance has been achieved.
REPRESENTATION
To ensure representation of the cities on TVEDC's
Board of Directors, three representatives, city mayors
and/or city managers shall be choosen by the cities to
serve for one year on TVEDC's Bomrd of Directors.
LIABILITY
The participating cities shall not be held liable for
the existing debts or future debts of TVEDC.

IN GOOD FAITH AND IN THE SPIRIT OF PARTNERSHIP.
