® A RESOLUTION SUPPORTING THE "ACCE:SS OREGON" PROGRAM AND RECOMMENDING PROJECTS

WHEREAS, the Counties of Lincoln, Yamhill, and Washington have adopted Tourism
as their, economic strategy; and
WHEREAS, the State of Oregon has established a program entitled "Access
Oregon"; and
WHEREAS, the 99W/Highway 13 Corria . .nd the I-5 to 99W segment of the
Tualatin-Hillsburo Corridor (West Side Bypass) have been designated as a
destination highway as a part cf- "Access Ore_�on"; and
WHEREAS, the 99W/Highway 18 Corridor is of major importance to the Tourism
strategy of the above counties and the 1-5 to 99W segment of the -
Tualatin-Hillsboro Curridor (West Side 8vpass) is a critical factor in
providing access through a heavily congested area to the 99W/Highway 18
Corridor; and
WHEREAS, the traffic congestion in the Newberg/Dundee Parkway segment of the
99W/Highway 18 Corridor is a critical factor to traffic flow along the
corridor; and
WHEREAS, continuing development in the areas of the aforementioned bypass and
Parkway is and will continue, which will seriously affect costs and available

development and right-of-"ay acg-�i sition does not commencein the A near future;
and
WHEREAS, it is recognized that congestion on 99W and Highway 18 greatly
increases travel time for all highway users and gernarally discourages tourists
from using Highways 99W and 18 to visit such attractions as the Oregon coast
and Oregon wineries and is an impediment to business persons attempting to
move goods along the corridors; and
WHEREAS, the improvement of these corridors would be a major factor in the
strengthening of the Tourism strategy of all the above counties and the
municipalities located therein; and
WHEREAS, the improvement of the 99W/Six-Corners intersection is a key element
of the 99W/Highway 18 Corridor; and
WHEREAS, the 99W/Six-Corners intersection improvement engineering and
environmental work is being performed as a local project by Washington County
and could be constructed within the next six years subject to availability of
funds: and
WHEREAS, the Rose Lodge - Polk County line segment of the 99W/Highway 18
Corridor is a high priority construction project presently identified in the
Oregon Department of Transportation Six Year Highway Improvement Program; and

WHEREAS, the 1-5/99W segment of the Tualatin-Hillsboro Corridor (West Side
Bypass) is a high priority developmental project to the 99W/Highway 18
Corridor; and
WJ4F-RFAS_ the Newber-(4/Dundee Parkway segment is a high priority developmental
project of the 99W/Highway le Corridor;
NOW, THEREFORE, BE. 11 RESOLVED by the Tigard City Council that:
The Tigard City Council hereby acknowledges the importance of the "Access
Oregon" program and strongly supports the 99W/Highway 18 Corridor and the I-5
to 99W segment of the Tualatin-Hillsboro Corridor (West Side Bypass); and
recommends that work should be started as soon as possible on the following
projects as priority improvements:
Construction

Rose Lodge/Polk County Line
Develppment,Construction
Tualatin-Hillsboro Corridor (West Side Bypass) and
99W/Highway 18 Corridor:
1¢v I-5 to 99W Segment
99W/Highway 18 Corridor:
