A RESOLUTION OF THE TIGARD COUNCIL AMENDING THEPERSONNEL POL.IC7ES F PROCf_iiURES MANUAL. _.
Whereas, the City Council previously adopted the Personnel Policies and Procedures
manual on October 12, 1987 by Resolution No. 87--.-123; and
Whereas, the City and legal counsel are in agreement that two policies need additional
clarification;
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council. that:
Section 1: City Council Policies, 1.8 "Employment Of Relatives" (pg 8) be amended as
follows:
Deleta last line, first paragraph: "or whenever such employment is deemed
by the City Administrator not to be in the best interest of the City".
Section 2: City Council Policies, 1.9 "Outside Employment" (pg 9) be amended as
follows with [bracketed] language deleted, underlined language added:
"When an individual accepts employment with the City of Tigard, it shall
be understood that the City has first call upon the services of its
employees, regardless of any impi.ngenient upon secondary employment.
"Employees shall not engage in outside employment that is incompatible
with City employment, or will dt:tract from the efficiency of work
performance, [or is in conflict with the interest of the City,] such as:

"1. Engaging in outside (LqT ument_wwr the emol, is absent from the
City on sick leave ar on leave due toiniury.'— _
"2. When the activity would mentally or• hysic lly fatic!u, the employee so
that his/her performance of Lhe City iob would be imair-ed.
"3. Where the employee, might be tempted to uscconf'idential information
acquired as a result of City ertioioyment.
"4. When the outside employment of Ti..Yard.
"Employees shall notify the Personnel Manager, in writing, in advance, of
all employment outside the scope of jurisdiction of their employment with
the City of Tigard.
"The Personnel Manager will notify the employee if such outside employment
is found to be [in conflict with the interests of the City or is likely to
bring] prohibi+ced, by catc [discredit upon the City]. It
shall be up to the employee to choose which employment option they most
desire."
