A RESOLUTION OF 1HE TIGARD CITY COUNCIL CALLING FOR AN ELECTION TO BE HELD ON
MAY 20, 1986 IN CONJUNCTION WITH THE STATE-MIDE PRIMARY ELECTION, FOR THE
PURPOSE OF' SUBMITTING TO THE REGISTERED QUALIFIED VOTERS OF THE CITY OF TIGARD
THE QUESTION OF ESTABLISHING A NEW TAX BASF_ FOR THE CITY.
WHEREAS, the City Council of the City of Tigard, Oregon has determined that a
new tax base should be established by Article XI, Section 11, of the Oregon
Constitution, in order to permit the proper operation of the City's affairs
within constitutional limits; and
WHEREAS, State law requires that a new tax base shall be submitted to the
legal voters of the City for 'their approval;
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that:
SECTION 1: An election is hereby called to be held in the City of Tigard on
May 20, 1986, between the hours of 8:00 a.m. and 8:00 p.m. Daylight Savings
Time at the polling places designated in Exhibit A for the purpose of
submitting to the registered, qualified voters of the City of Tigard the
proposition set forth in the attached Exhibit B.
SECTION 2: The following ballot title and explanation is hereby approved with
respect to the following measure For which purpose the following ballot title,
number and form in which the gt!estion shall be printed upon the official.

51. QUESTION: SHALL THE CITY BE AUTHORI7_ED A NEW TAX BASE OF $1,700,000?
EXPLANATION: The City's current tax base has been in effect since 1980.
In that time, City population has increased by 15,000 to an estimated
22,000. Federal, State and County funds have been cut. City savings are
gone. The growing need for services has exceeded remaining revenues.
Service level ruts and layoffs have occurred. Police neighborhood patrol
hours have been cut. Emergency response times have increased. Parks
maintenance is 'limited mostly to Cook Park. County library funds end next
year. Federal Revenue Sharing funds are cut.
The City Council and Budget Committee unanimously recommended this new Tax
Base to the voters. The City is allowed an $838,527 Tax Base next year.
This measure authorizes a new Tax Base of $1,700,000. All of the increase
is to maintain or restore Police, Parks, Library, Youth and Senior

SECTION 3: The City Recorder is hereby authorized and directed to certify in
b the manner provided by law to the Elections Officer of Washington County,
Oregon, the foregoing measure for inclusion on the ballot to be prepared by
such Officer for voting at all precincts within the City of Tigard, as set
forth in Exhibit A herein, at the Election of May 20, 1986.
SECTION 4: The Tigard City Recorder be, and hereby is, authorized and
directed to undertake all necessary and convenient acts to facilitate the
inclusion of the aforesaid measure on the May 20, 1986 Election ballot for the
approval or rejection of the qualified voters of the City of Tigard and is
further authorized and directed to give notices of above-described election
and propoosal through the Elections Officer of Washington County.

Avenue, Tigard, Oregon, with the Finance Director and is avai Table to the
public during regular business hours: 9:00 A.M. to 3:00 P.M., Monday through
Friday.
