A RESOLUTION OF THE TIGARD CITY COUNCIL SUPPORTING PARTICIPATION IN A
RECIPROCAL BORROWING AGREEMENT BY THE TIGARD LIBRARY
WHEREAS, Washington and Clackamas Counties have had a reciprocal borrowing
agreement for several. years which has resulted in mutual support; and
WHEREAS, librarians in the Portland metropolitan area have been working for
over a year on a plan, now entitled "Access '86", which would permit non—fee
borrowing privileges for citizens at all public libraries in the area
( 'ashington, Clackamas and Multnomah Counties and the Fort Vancouver Regional
Library District); and
WHEREAS, the participants in "Access '86" will suspend any out—of—county
borrowers fees for the patrons from participating Counties; and
WHEREAS, Tigard's participation in "Access '86" will give Tigard residents
better access to library materials and will not have any significant impact on
the Tigard Library's fee generated revenues.
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that:
The Tigard Public Library should participate in "Access '86" and suspend
out—of—county borrowers fees for patrons From Washington, Clackamas, and
Multnomah Counties and the Fort Vancouver Regional Library Districc from
January 1, 1986 to December 31, 1986.
