A RESOLUTION OF THE TIGARD CITY COUNCIL CALLING FOR A SPECIAL ELECTION TO BE
HELD ON MAY 15, 1984, IN CONJUNCTION WITH THE STATE—WIDE PRIMARY ELECTION, FOR
THE PURPOSE OF SUBMITTING TO THE REGISTERED QUALIFIED VOTERS OF THE CITY OF
TIGARD THE QUESTION OF ESTABLISHING A NEW TAX BASE FOR THE CITY.
WHEREAS, the City Council of the City of Tigard, Oregon has determined
that a new tax base should be established by Article XI, Section 11, of the
Oregon Constitution, in order to permit the proper operation of the City's
affairs within constitutional limits; and
WHEREAS, it is required by State law that a new tax base shall be
submitted to the legal voters of the City for their approval;
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that:
SECTION 1: A special election is hereby called to be held in the City of
Tigard on May 15, 1984, between the hours of 8:00 a.m. and 8:00 p.m. Daylight
Savings Time at the polling places designated in Exhibit A for the purpos a of
submitting to the registered, qualified voters of the City of Tigard the
proposition set forth in the attached Exhibit B.
SECTION 2: The following ballot title and explanation is hereby approved with
respect to the following measure for which purpose the following ballot title,
number and form in which the question shall be printed upon the official
ballot is prescribed:
CITY OF TIGARD TAX BASE
51. SHALL THE CITY OF TIGARD BE ALLOWED A NEW TAX BASE OF $1,300,000.00?
EXPLANATION
The City Council has referred to the voters a new Tax Base of $1,300,000.00
for police, library, parks and general government purposes. A new Tax Base
will assist in funding TCYS youth services and Senior Center Loaves S Fishes
program. The current tax bate of $702,326.00 has been in effect since 1980.
The City population has grown from 15,200 in 1980 to an estimated 19,00o in
1984. Demand for services has increased. Police have not added staff for
four years. Emergency response times have increased. Library hours have been
cut from 56 to 40 per week. Park maintenance without a new tax base will be
limited to Cook Park only, neighborhood parks will not be maintained.

SECTION 3: The City Recorder is hereby authorized and directed to certify in
- manner provided by law to the Director of Records and Elections of
Washington County, Oregon, the foregoing measure for inclusion on the ballot
to be prepared by such Director for voting at all precincts within the City of
Tigard, as set forth in Exhibit A herein, at the Special Election of May 15,
1984.
SECTION 4: The Tigard City Recorder be, and hereby is, authorized and
d irnc ted to undertake all necessary and convenient acts to facilitate the
inclusion of the aforesaid measure on the May 15, 1984, Spacial Election
ballot for the approval or rejection of the qualified voters of the City of
Tigard and is further authorized and directed to give notice of the
above-described election and proposal in the following manner:
(a) By posting notices of the election, substantially in the form set
forth in Exhibit A, one at each of the designated posting places
in each of the precincts in the City, not less than ten (10) days
prior to the date of the election and also;
(b) By publishing, the notice of election substantially in the form
set forth in Exhibit A, in the Tigard Times once each week for
two consecutive weeks, the first such publication to be not less
than fifteen (15) days and the last such publication to be no
less than four (4) days prior to the date of the aforesaid -
Special Election.
PASSED: This ram day of March, 1984, by the Council of the City of Tigard,
Oregon.

The purpose of this special election is to submit to the registered, qualified
voters of the City of Tigard the following tax base proposal. The particulars
of the proposed 1984-85 City Budget is on file at Tigard City Hall, 12755 SW
Ash Avenue, Tigard, Oregon, with the City Recorder and is available to the
public during regular business hours: 9:00 A.M. to 4:30 P.M., Monday through
Friday.
