RESOLUTION NO. 83-
A RESOLUTION REQUESTING O.D.O.T. EXTEND CONSTRUCTION OF S.W. 68th AVENUE
SOUTHERLY, FROM S.W. FRANKLIN STREET, TO INTERSECT S.W. HAMPTON STREET IN LIEU
OF CONSTRUCTING S.W. FRANKLIN FROM S.W. 68TH TO S.W. 66TH TO COLLECTOR
STANDARDS CONTRARY TO THE CITY'S COMPREHENSIVE PLAN
WHEREAS, the City of Tigard's Comprehensive Plan designates S.W. 68th
Avenue (Parkway), from S.W. Atlanta Street to S.W. Hampton Street, to be a
collector throughfare; and
WHEREAS, said S.W. 68th Avenue (Parkway) is not only designated to be a
collector street, but is intended to ultimately develop to be the primary
north-south collector throughfare serving the area known as the Tigard
Triangle, having been so identified by t„e City's traffic planning consultant
(Roger Budke), for N.P.O. #4, and by the City's Planning Commission; and
WHEREAS, the Oregon Department of Transportation is currently improving a
portion of said throughfare, from S.W. Atlanta Street to S.W. Franklin Street,
in conjunction with the said agency's installation of an on-off traffic
interchange in the vicinity S.W. 68th Avenue (Parkway) and of S.W. Dartmouth
StreAt serving Interstate Highway # 5, with knowledge that such improvement
will increase traffic movement along S.W. 68th Avenue (Parkway) from S.W.Atlanta Street to S.W. Hampton Street; and
E WHEREAS, the Oregon Department of Transportation may propose to
con-currently improve S.W. Frank lin Street, a gravel roadway which is
classified as a Local Street in said Comprehensive Plan, from S.W. 66th Avenue
(Parkway) to S.W. 68th Avenue, to provide developed properties existing on
S.W. 66th Avenue with an improved access onto S.W. 68th Avenue (Parkway), with
knowledge that such improvement will induce increased traffic movement
therealong;
WHEREAS, no prevision is being made by the Oregon Department of
Transportation to provide for improvement of S.W. 68th Avenue (Parkway) from
S.W. Franklin to S.W. Hampton Street, though said portion of S.W. 68th Avenue
(Parkway) an unimproved gravel roadway, is an integral part of the designated
collectorthoroughfareand will subsequently be required to function as such
to serve the developed properties now Fituated along (fully improved) S.W.
Hampton Street;
NOW, THEREFORE, IT IS HEREBY RESOLVED:
Section 1: That the City Council of the City of Tigard hereby requests that
the Oregon Department of Transportation extend construction of S.W. 68th
Avenue (Parkway) from S.W. Franklin Street to S.W. Hampton Street to
accommodate the imminent need to provide for safe and efficient traffic
mcvecent therealong and to complete the designated collector system without
_ causing an undesirabl, increase in the amount of traffic using S.W. Franklin
Street, a local street.

Section 2: That in conjunction with Section #1 above, the City of Tigard
agrees to pave S.W. Franklin Street, at the City's expense, between S.W. 66th
Avenue and S.W. 68th Avenue (parkway), to an interim local street standard, to
accommodate the need to provide access to S.W. 68th Avenue (Parkway) for
developed properties located on S.W. 66th Avenue.
Section 3: Inasmuch as time is of the essence and as this action is necessary
to protect the health, safety and general welfare of the public and in
particular motorists and pedestrians on said roadways, an emergency is
recognized to exist and is hereby declared; and as a rapid response is
requested from the Oregon Department of Transportation, this resolution shall
become effective immediately upon passage and approval by the City Council.
