RESOLUTION NO. 82-125
A RESOLUTION OF THE TIGARD CITY COUNCIL PRESCRIBING

WHEREAS, The City of Tigard has adopted planning ordinances pursuant to
Chapters 227 and 92 of the Oregon Revised Statutes; and
WHEREAS, the adopted planning ordinances require that for the
defraying the expenses arising purpose of

and processing of application fees and charges be prescribed; and
WHEREAS, Ordinance No. 82-72 granted the City Council the authority to set
rates for fees and charges.
NOW, THEREFORE,
BE IT RESOLVED by the Tigard City Council that:
SECTION 1: Resolution No. 79-7 6 79-9 be repealed in their entirety and
that fees and charges for planning applications be levied
according to the following new schedule attached as Exhibit "A".

RESOLUTION NO.
4 I:ESULUTION OF THE TIGARD CITY COUNCIL RECOGNIZING THE COMPOSITION OF
NEIGHBORHOOD PLANNING ORGANIZATION # 5.
WHEREAS, the Tigard City Council finds it necessary to clarify the
composition of NPO # 5 in order that tho-: recognized members may carry
out their duties and responsibilities; and
WHEREAS, there is some confusion concerning the status of individuals
certified as NPO # 5 members in 1981,
NOW, THEREFORE,
BE IT RESOLVED that the City Council of the City of Tigard, Oregon hereby
accepts the following:
1 . The City of Tigard in 1975 formed seven Neighborhood Planning
Organizations;
2. The City of Tigard in 1979 re-established the NPO's;
3. The City Council on February 23, 1981 approved four members of
NPO # 5, including John E. Smets;
4. City Staff beginning on February 24, 1981, regularly provided
notice to NPO # 5 that they had a responsibility to meet and
offer policy suggestions to staff.
5. Those approved member's of NPO # 5 who were certified in 1981
failed to meet.;
6. Resolution No. 79-8 was in effect in 1981 and required under
Section 3. (a)3 that: "As a condition of continued membership
on the NPO's, each member shall not be absent for more than
two consecutive regularly convened meetings unless an approval
for such absence shall have been granted by the chairperson
of the affected NPO. Three (3) consecutive absences shall
automatically constitute forfeiture of membership. An attendance
record shall be maintained by the Chairman of each NPO."

7. The four members of NPO # 5 appointed in February, 1981 failed
to meet resulting in forfeiture of membership by each of the
four members.
8. In 1982 new members of NPO # 5 were enlisted and certif led.
9. On July 21, 1982, those members certified at the time elected
Chris Vanderwood as chairperson of NPO # 5, and
lo. NPO # 5 currently has seven certified NPO members; and

11. The following persons are recognized as the currently approved
members of DIPO # 5:

12, Any prior or prospective NPO # 5 members are encouraged to submit
