A RESOLUTION OF THE TIGARD CITY COUNCIL CALLING FOR A SPECIAL ADVISORY
ELECTION TO SUBMIT TO THE REGISTERED QUALIFIED VOTERS OF THE CITY THE
QUESTION OF USING TAX INCREMENT FINANCING AS ONE METHOD OF r'UNDING
PROJECTS IN THE DOWNTOWN TIGARD RE\=ALIuATION PLAN.
WHEREAS, the City Council has taken the position in Ordinance
No. 81-124B that an advisory election shall be held for the purpose
of obtaining citizen advice and direction; and
WHEREAS, the City Council has approved in Ordinance No. 81-124B
the Downtown Tigard Revitaliz&tion Plan and Report after holding a
public hearing on the same, and has determined that the Plan is
consistent with both State-wide Planning Goals and City goals; and
WHEREAS, the City Council has determined that the citizen advice
and direction is needed regarding the use of tax increment financing
to fund some of the projects in the Plan.
NOW, THEREFORE, BE IT RESOLVED by the City of Tigard:
Section 1: An advisory election is hereby called to be held in
:. the City o Tigard on the 2nd day of November, 1982, at the regular
state-wide general election, at the polling places designated in
Exhibit A for the purpose of submitting to the registered, qualified
voters of the City of Tigard the proposition set forth below.
Section 2: The following ballot title and explanation are hereby
approved with respect to the following measure for which purpose the
following ballot title, number and form in -which the question shall
be printed upon the official ballot are described and hereby approved
with respect to the following measure:
USING TAX INCREMENT FINANCING FOR DOWNTOWN TIGARD URBAN RENEWAL
SHOULD TAX INCREMENT FUNDS BE USED FOR THE DOWNTOWN RENEWAL
DISTRICT?
EXPLANATION
The goal of the Downtown Renewal Plan is to foster economic growth
in the area. Tax increment funds are raised from increases in the
value of private property in the area from the base year of 1981.
These monies would be used to fund projects in the Downtown Renewal
District. The aim of this vote is to get advice on the funding of
such projects.

Section 3: The City Recorder is hereby authorized and directed
to cern y in the manner provided by law to the Director of Records
and Elections of Washington County, Oregon, the foregoing measure for
inclusion as a part of the regular ballots to be prepared by such
Director for voting at all precincts within the City of Tigard, as
set forth in Exhibit A herein, at the General Election of November 2,
1982;
Section 4: The Tigard City Recorder be, and she is hereby,
authorized and directed to undertake all necessary and convenient
acts to facilitate the inclusion of this measure on the November 2,
1982, General Election ballot for the approval or rejection of the
qualified voters of the City of Tigard and is further authorized and
directed to give notice of the above-described election and proposal
in the following manner: (a) by posting notices of the election,
one at each of the designated polling places in each of the precincts
in the City, not less than ten (10) days prior to the date of the
election; and, also; (b) by publishing in the Tigard Times once each
week for two consecutive weeks, the first ..^uch publication to be not
less than ten (10) days prior to the date of the aforesaid General
Election.

CITY OF TIGARD
Notice is hereby given that on Tuesday, November 2, 1982, an election
will be held in the City of Tigard, Washington County, Oregon. The
polls will be open from 8:00 a.m. to 8:00 p.m. The following question
will be submitted to the qualified voters thereof:
