A RESOLUTION OF THE TIGARD CITY COUNCIL CALLING FOR A SPECIAL ELECTION
TO SUBMIT TO THE REGISTERED QUALIFIED VOTERS OF THE CITY A MEASURE i
AUTHORIZING THE CITY OF TIGARD TO SELL GENERAL OBLIGATION BONDS TO !�
FINANCE PURCHASE, CONSTRUCTION AND RECONSTRUCTION OF THE TIGARD CT_VIC
CENTER.
WHEREAS, after a nine months' study, the Civic Center Committee has
recommended to the City Council that the City purchase the Crow Bldg. ,
build a new library and complete Downtown Fanno Park for the new
Tigard Civic Center; and
WHEREAS, the Civic Center Committee considered several alternative
sites, and combinations of rental and ownership to provide the
necessary facilities, and
WHEREAS, the Civic Center Committee has considered a variety of financ-
ing alternatives, and
WHEREAS, the Civic Center Committee recommends that general obligation
bondsin an amount not to exceed $4.6 million ($4,600,000) be sold to
finance the proposed Civic Center, and
WHEREAS, the Tigard City Charter provides that indebtedness in excess
of $5,000 may not be incurred without the consent of the voters.
NOW, THEREFORE,
BE IT RESOLVED by the Tigard City Council that:
1. A special election is hereby called to be held in the City of
Tigard on the 29th day of June, 1982, between the hours of 8:00 A.M.
and 8:00 P.M. Pacific Daylight Time at the polling places designated
in Exhibit A for the purpose of submitting to the registered, qualified
voters of the City of Tigard the proposition set forth in Section 2 below;
2. The following ballot title and explanation are hereby approved with
respect to the following measure for which purpose the following ballot
title, number and form in which the question shall be printed upon the
official ballot are prescribed:

EXPLANATION
The purpose of this proposal is to provide $4,600,000 to buy the Crow Building
site, remodel the building for a city hall and police facilities, construct
a library and community center on that site, improve Downtown Fanno Park and

pay associated costs. This proposal was made to Council and citizens by the I
Tigard Civic Center Advisory Committee.

3. The City Recorder is hereby authorized and directed to certify in the
manner provided by law to the Director of Records and Elections of Washington
County, Oregon, the foregoing measure for inclusion an the ballots to be
prepared by such Director for voting == all precincts within the City of
Tigard, as set forth in Exhibit A herein, at the Special Election of
June 29, 1982.
4. The Tigard City Recorder be, and she is hereby, authorized and directed
to undertake all necessary and convenient acts to facilitate the inclusion of
this measure on the June 29, 1982 Special Election ballot for the approval or
rejection of the qualified voters of the City of Tigard and is further authorized
and directed to give notice of the above-described election and proposal in the
following manner:
(a) By posting notices of the election, one at each of the designated
postings placed in each of the precincts in the City, not less
than ten (10) days prior to the date of the election and also;
(b) By publishing in the Tigard Times once each week for two consecutive
weeks, the first such publication to be not less than ten (10) days
prior to the date of the aforesaid Special Election; and
(c) By publishing in the Tigard Times for one issue the measure together
with the ballot title and number in full within twenty (20)
days immediately prior to the Special Election.

Notice is hereby given that on Tuesday, June 29, 1982, an election will
be held in the City of Tigard, Washington County, Oregon. The polls
will be open from 8:00 a.m. to 8:00 p.m. Pacific Daylight Time. The
following question will be submitted to the qualified voters thereof.
