Resolution No. 82-20 J 't CITY OF TIGARD, OREGON RESOLUTION No. 82---2 () A RESOLUTION OF THE TIGARD CITY COUNCIL CALLING FOR A SPECIAL ELECTION TO SUBMIT TO THE REGISTERED, QUALIFIED VOTERS OF THE CITY A TAX LEVY FOR TIGARD COMMUNITY YOUTH SERVICES, INC. WHEREAS, the City Council has taken the position that voters of the City should determine whether certain humanitarian projects conducted within the City should be supported by tax dollars; it is therefore necessary to submit the following proposition to the voters of the City of Tigard at a special election called and held for that purpose. NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that: 1. An election is hereby called to be held in the City of Tigard on the 18th day of May, 1982, between the hours of 8:OOa.m. and 8:00 p.m. Pacific Daylight Time at the polling places designated in Exhibit A for the purpose of submitting to the registered, qualified voters of the City of Tigard the proposition set forth in Section 2 below: 2. The following ballot title and explanation are hereby approved with respect to the following measure for which purpose the following ballot title, number and form in which the question shall be printed upon the official ballot are prescribed: ONE YEAR SPECIAL LEVY FOR TIGARD COMMUNITY YOUTH SERVICES, INC. i 60. SHALL THE CITY OF TIGARD LEVY $76,311 OUTSIDE THE TAX BASE TO .I FINANCE TIGARD COMMUNITY YOUTH SERVICES, INC. IN 1982-83? EXPLANATION The purpose of this proposal is to provide $76,311 for fiscal 1982-83 to Tigard Community Youth Services, Inc. (TCYS) to pay a portion of that organization's operating expenses. TCYS provides a delinquency prevention program designated to promote positive development of youth and to keep youth from entering the Juvenile Court system. TCYS works to strengthen the family through family counseling and parenting skills classes, and by placing youth in jobs in local homes and businesses. The entire amount of the proposed levy is outside the limitation of Article XI, Section 11 of the Oregon Constitution and requires voter approval. If this measure is approved, $ e 76,311 of taxes levied in the 1982-83 fiscal year will be totally financd by local taxpayers without any partial state payment. The City Recorder is hereby authorized and directed to certify in the manner provided by law to the Director of Records & Elections of Washington County, Oregon, the foregoing measure for inclusion as a part of the regular ballets to be prepared by such Director for voting at all precincts within the City of Tigard, as set forth in Exh. A herein, at the Primary Election of May 18, 1982; 4. The Tigard City Recorder be, and she is hereby, authorized and directed to undertake all necessary and convenient acts to facilitate the inclusion of this measure on the May 18, 1982 Primary Election ballot for the approval or rejection of the qualified voters of the City of Tigard and is further authorized and directed to give notice of the above- described election and proposal in the following manner: (a) by posting notices of the election, one at each of the designated polling places in each of the precincts in the City, not less than ten (10) days prior to the date of the election and also; (b) by publishing in the Tigard Times once each week for two consecutive seeks, the first such publication to be not less than ten (10) days prior to the date of the aforesaid Primary Election.
