RESOLUTION NO. 81- //G/G
RESOLUTION OF THE TIGARD CITY COUNCIL ORDERING THE TIME, MANNER AND
MEANS FOR A SPECIAL ELECTION TO BE HELD TO DETERMINE WHETHER THE PEOPLE
.WILL RECALL MAYOR WILBUR BISHOP.
WHEREAS, Mayor Wilbur Bishop has held the office more than six
months, and
WHEREAS, a recall petition with the required number of verified
signatures was certified by the City Recorder on November 3, 1981, and
WHEREAS, Mr. Bishop did not resign his office within five days, and
WHEREAS, as required by the Oregon Constitution, Article II,
Section 18, the City Recorder has ordered an election within 20 days,
and
WHEREAS, the Charter of the City of Tigard, Chapter VI, Section 25,
requires the City Council to approve the time, manner and means for
holding any special election, now, therefore,
BE IT RESOLVED that an emergency exists which, to avoid extra-
ordinary harship to the community, will require an election sooner than
the next available election date as required by ORS 221.230(1) , and the
City does not have time to provide adequate notice to hold a public
meeting on the existence of an emergency; and
FURTHER, a special election is hereby called to be held in the City
of Tigard on the 24 day of November, 1981, between the hours of 8:00
a.m. and 8:00 p.m. Pacific Standard Time, at the polling places here-
after designated (Exhibit A) for the purpose of submitting to the
voters of the City of Tigard the proposition set forth below; and
FURTHER, the following ballot title and explanation are hereby
approved with respect to the following measure for which purpose the
following b,�llot title, number and form in which the question shall be
presented upon the official ]--allot are prescribed:

REASONS FOR DEMANDING RECALL
Failure to disclose facts to the electorate during election campaign
where knowledge existed or should have existed that such campaign
commitments and promises could not be kept.

Failure to act in a professional, ethical manner with regards to
materials and information presented to the City Council forum,
resulting in deception and sensationalism.
Failure to provide open and objective consideration, without bias, to
matters presented by the people of Tigard; a 'quarterback'
operating with 'no calls from the sidelines'.
Failure to exercise proper and reasonable personnel management relation-
ship with regard to hiring and appointment, communication and
interaction, and discipline or dismissal, of staff and advisory
personnel.
Failure to adequately and openly disclose position on community issues,
resulting in deceptive statements and an inconsistent voting record.
Failure to provide positive, professional leadership to the City Council,
City staff, and the people in general, allowing a negative,
unprofessional, and adversary conduct to be identified with the
Tigard City Council.
Failure to effectively represent the best interests of Tigard, and the
will of its people, allowing personal goals and desires to preju-
diciously take precedence over impartiality and objectivity.
MAYOR'S JUSTIFICATION OF HIS COURSE IN OFFICE
My term in elected office concludes December 31, 1982.
As Mayor, I have served 5 years faithfully fulfilling my duties, as "The People's Mayor,"
never once wavering under special interest groups to make decisions that were best for the
community.
My credits in volunteer service are well known in church, schools and civic participation,
with over 25 years of leadership, including my 5 years as Mayor.
Tigard and I do not deserve to face an unjust and unfairly obtained Recall Election.
Some of those connected with the Recall violated the first charge against me. Instead
of disclosing the fact it was a Recall Petition, they misled and deceived many of the
voters they approached.
As Mayor, I have provided the leadership that has been needed in a fast growing suburban
city, while protecting the environment and Tigard's residents from heavy density and extreme
dictates of LCDC.
As Mayor, I have accomplished much: expanded City Hall facilities; improved traffic flow
and safety; brought nore new people to City advisory boards; supported new staff leadership
and efficiency; kept City tax rate low while providing increased services; supported
improved library and park facilities; helped expand street overlay program; and encouraged
quality police protection.

AND FURTHER, the City Recorder is hereby authorized and directed
to certify in the manner provided by law to the Department of Records
and Elections of Washington County the foregoing measure for inclusion
as part of the special ballot to be prepared by the Department of
Records and Elections for voting at the polling places designated in
Exhibit A within the City of Tigard at the election of November 24 ,
1981, and for publication of a facsimile ballot pursuant to ORS 254.205
in the Tigard Times; and
FURTHER, the City Recorder is hereby directed to give notice of
the described election in the following manner:
(a) By posting notices of the election, one at each or the
polling places designated in Exhibit A in the City of Tigard at least
ten (10) days prior to the date of the election; and
(b) By posting notices of election at six other public places in
the City, in the same manner as (a) above; and
FURTHER, the City Recorder shall cause an Affidavit of Posting to
be filed.
