RESOLUTION No. 80
RESOLUTION OF THE TIGARD CITY COUNCIL FOR THE PURPOSE OF EXPEDITING
A MATTER OF EXTREME IMPORTANCE TO CRIMINAL JUSTICE AGENCIES OF THIS
REGION.
WHEREAS, the coordination of case and status information among
the elements of the criminal justice system has always been aggravated
by unstandardized procedures among agencies and jurisdictions, and
WHEREAS, a coordinated criminal justice information system has
historically been identified as the best technical answer to better
standardization and communication of information within the criminal
justice system, and
WHEREAS, there is considerable individual agency, county, and
regional activity at this time in information system development, and
this activity is occurring without the benefit or assurance that the
best interests of the criminal justice "system" are being protected,
and

WHEREAS, local governments are without the financial resources to
undertake the design, implementation or operation of adequate criminal
justice information systems, and
WHEREAS, Metropolitan Service District has historically been and
continues to be involved in the planning and development of criminal
justice information sustems, and has the ability to fund systems through
such financial resources as federal grants and bonding capabilities,
NOW THEREFORE,
rc, It is requested by this body that Metropolitan Service District
assume res onsibilit and leadershipin assuring that the best criminal
,justice in ormation system(s) are developed in this region, and
That that responsibility be executed by the immediate undertaking
of a system plan for this region which gives al attention to t e
=o lowing issues and developments:

' (1) The desirability for interfacing capabilities with exist-
ing systems;
(2) The necessity for a system(s) in Clackamas and Washington
u° counties, and the viability of the system(s) proposed by
5. their criminal justice councils.
z (3) The impact of Metropolitan Service District's current require-
? ments analysis activities for juvenile and corrections
agencies and the region's jails on the nature and quality of
the region's M.I.S. system development.

(4) The necessity for prudent standards, maximization of
fiscal resources, and cohesiveness of effort among this
reg4.on's criminal justice agencies ad M.I.S. problems
are resolved.
That this Resolution be forwarded to the officers of Metropolitan
Service District.
