SETTING PUBLIC HEARING AND DIRECTING THE GIVING OF NOTICE THEREOF. ((}
WHEREAS, the City Council has accepted a petition requesting sanitary sewer ;
improvements and has ordered preparation of a preliminary engineering report, pursuant
thereto, at the Council's regular meeting of June 9, 1980, and
WHEREAS, pursuant to Chapter 13.04 of Tigard Municipal Code, City Council finds
it expedient and necessary to order the improvement of the hereinbelow described
lands by construction of sanitary sewer facilities and appurentances thereto, and s
pursuant thereto the City's Engineer has submitted to the Council plans, specifications €.
and estimates for the work to be done and the probable cost thereof together with ddd
a statement of the lots, parts of lots and parcels of land to be benefited and the
apportionment of the total cost of the improvements which each of said lots, parts
of lots and parcels of land shall be assessed on account of the benefits derived; and
WHEREAS, the Council finds that said plans, specifications and estimates are
satisfactory.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TIGARD
as follows:

(a) That the City Council does hereby deem it expedient and necessary, and
does hereby declare its intention to improve the aforsaid portion of S.W. 74th
Avenue by construction of sanitary sewer facilities and appurtenances thereto.

(b) That all lands situated within the boundaries described on the attached
"EXHIBIT A" are determined and declared to be a sanitary sewer improvement assessment
tY: district, to be known as "S.W. 74th Avenue Sanitary Sewer Improvement District", and £
it is further declared that each lot, art of lot and
p parcel of land within said 1
boundaries will be especially benefited by said improvements, and that the total
estimated cost of $50,600 for said improvements, shall be assessed in full, on an
equal rate square foot against all lands within said improvement district.
(c) That the plans, specifications and estimates with respect to the sewer
?' improvements as submitted by the City's engineers be, and the same are hereby, t
adopted and ordered to be maintained on file by the City Recorder for public inspection. +

Subject: 74th Avenue Sanitary Sewer

Dear Frank:
This letter is written confirmation of the information we discussed recently.
The estimated costs of alternative alignments and their advantages were
presented, together with the sewer assessment district boundary.
Two sewer alignments were considered and are shown on the attached
sketches. Alternate A would serve the entire assessment district through a
sewer in 74th Avenue. The sewer would flow to the north connecting to an
existing 21-inch Iine that runs along the south side of Bonita Road known as
the Southwood Park Interceptor. The existing 10-inch line on the north side of
Bonita Road is not deep enough to serve 74th Avenue south of the dip in the
road without modifying the road grade.
Alternate B would use an existing sanitary sewer service tap on the Fanno €
Creek Interceptor. Rights to this service tap and permanent and temporary $
working easements would be negotiated with the property owner.
The area south of the low point on 74th Avenue would drain to a central point
approximately 1,000 feet south of Bonita Road and thence through the
easement to the service tap on the Fanno Creek Interceptor. Two lots at the
north end of the project would be served by a lateral line extending
approximately 375 feet south from the 10-inch sewer in Bonita Road. +!
Both alternatives would serve approximately six acres of industrial property
between the Southern Pacific Railroad and the S.P.& S. Railroad. Service
would be provided by a single railroad undercrossing located approximately
1,000 feet south of Bonita Road which would extend into the property five
feet. A manhole would be installed at the end of the line with stubouts for
future extension by the owner. A permit is required by the railroad for such
undercrossings.

2. Sewer must cross under the low point 600 feet -� south of
Bonita Road.

Alternate B-Easement Route
Advantages:
1. Makes use of the existing tap on the Fanno Creek Interceptor
and clarifies the accessibility of the property involved.
2. The sewer in the easement provides a convenient tap location
for the adjacent properties.
Disadvantages:
1. Requires constructing the sewer through low bog land. Re-
quires summer construction.
Z. Loss of brush and trees.
3. Slightly higher construction costs due to longer Iength.
4. Requires additional administrative costs for negotiating ease-
ments and the use of the existing sewer tap.
Based on the preceding, Alternate A was selected and JMM was directed to
proceed with the design.
It was also determined that the 74th Avenue sewer would be able to serve all
the property above the 100-year flood level. The flood zone is less than 200
feet from 74th Avenue in some places and filling would be required to develop
all of the assessed property.
