PASSED: This 17th em day of Dec Cir ATTEST: Ci t y i �JWW RESOLUTION No. TIGARD INTERIM COMMUNITY DE9ELOPI,'ENT PLAN TIGARD The City of Tigard was incorporated in 1961 and ha:; a current estimated population of 14,650 persons. A large part of the City was originally developed in Washington County and has since been annexed to the City. Most of the land, when annexed, was not served by sanitary sewers, storm sewers, street lights, sidewalks, curbs or adequate streets. The City has been slowly making progress toward providing the necessary improvements for those areas annexed to the City, but a lot remains to be accomp- lished. In addition to the need for street improvements in the older sections of the City, there is a need for additional parks and recreation facilities, social support services, major improvements to the transportation system, and improved municipal buildings. Almost all of the new subdivisions developed within the City have the standard improvements such as sanitary sewers, storm sewers, street lights, sidewalks curbs and streets which meet the City's requirements. Some of the needs and projects shown in the following summary are currently being addressed, such as the Senior Citizens Center and the 99W Highway project. SUMMARY OF PROBLEMS AND NEEDS p I. Community-Wide Facilities, Capita] Improvements A. Sanitary Sewers. No sanitary sewers exist in some of the areas recently annexed to the City and in some of the older areas of the City. B. Storm Sewers. Many areas in the City do not have storm sewers and are served by an open ditch system which is hazardous and inadequate. Flooding occurs in some sections of the City near vanno Creek. C. Public Buildings. Current municipal offices and operations are in separate buildings and do not provide adequate space for various City Departments and services. The following operations are in separate buildings: Administrative offices, City Library, Police Departments, and Municipal Court. D. Streets. Several streets in the City have a poor surface condition and require overlays (traffic movement problems are shown in section II) E. Sidewalks. About 40% of the streets in the City do not have sidewalks. About 100 wheelchair access ramps are needed on the older sidewalks con- structed without ramps. F. Street Lighting. Several areas in the City do not have street lights. There is a need for at least 100 additional street lights in some of the older sections of the City. G. Public Works Facilities. Digesters and other facilities from an old abandonded sewage treatment plant takes up space that is needed for Public Works equipment and parking. December 12, 1979 Page 2 k; 11. Transportation and Traffic Circulation A. Circulation Conflicts. 99W, Main Street, Tiedeman, Greenberg Road, 72nd Avenue, 72nd Avenue Interchange, Durham Road, Hall Blvd., Ash Street, Bonita Road. B. General Street Improvement. Need an inventory of all streets in City and a plan for improvements. III. Parks and Recreation A. Parking. Insufficient parking at Cook Park. f. B. Restrooms. Insufficient restrooms at Cook Park C. Park Development. Need to develop Summer Lake Park, Ball fields, Bike paths, picnic areas, etc. D. Land Acquisition. Need to acquire land and develop greenways and parks in various sections of the City. E. Bandstand. There is need for a bandstand-stage at Cook Park. Currently use a flatbed truck. F. Bicycle Paths. Bicycle paths are needed in several sections of the City. IV. Social Support Services A. Senior Citizens Center. Senior Citizens do not have a facility of their own. They currently use a church which does not provide adequate space or large enough time periods to fill needs of senior citizens. i t STRATEGIES/PROJECTS PRIORITIZED s Priority. I: Transportation and Traffic Circulation f 1. Conduct a complete inventory of all City Streets and prepare a comprehensive ! plan to make necessary improvements. 2. Eliminate circulation conflicts and hazards on the following streets by use of signalization, channelization, extensions, removal of sharp curves, widening, elimination of dangerous ditches, widening of bridge, proper signing, use of bus turnouts, construction of interchange, etc: 99W, Main Street, 72nd Avenue, Greenburg Road, Hall Blvd., Tiedeman, Durham Road, Bonita Road, and Ash Street. Priority II: Community-Wide Facilities, Capital Improvement.- I. mprovements1. Formation of Local Improvement Districts and/or the use of private developers to construct sanitary sewers in newly annexed areas of the City and in some of the older sections of the community such as Derry Dell area, McDonald Street, Sattler-Hall Blvd. area, Naive Road area, 115th Avenue and Walnut area. " . Page 3 2. Street overlays on 121st Avenue, Ann Street, 116th Avenue, 118th Avenue, 119th Avenue, Lynn Street, Frewing, Summercrest Drive, Summer Street, Walnut Street, etc. 3. Construction of Storm sewers throughout the City. 4. Install approximately 100 street lights in various sections of the City such as O'Mara Street. McDonald Street, Fairhaven Street (115th Avenue to cul-de-sac). "s 5. Install sidewalks and wheelchair access ramps throughout the City on streets such as O'Mara, McDonald, etc. (see Exhibit "A", of proposal for Community Development Block Grant for sidewalk and wheelchair access ramps, for exact locations). `w 6. Select and purchase site for construction of a new civic center to house a library, police department, administrative offices, engineering, build- ing, finance, municipal court, etc. or find a suitable existing building that could be modified for use as a civic center. 7. Remove digesters and other facilities of old sewage treatment plant at the public works garage area to make room for public works vehicles, equipment and storage. Priority III: Parks and Recreation 1. Develop additional parking at Cook Park next to the new soccer fields and acquire property directly east 92nd Avenue and develop also as parking for :.. Cook Park. 2. Construct additional restrooms at Cook Park and remodel existing restrooms. 3. Design and construct a bandstand-stage at Cook Park. j4. Develop Summer Lake Parker approved pp roved plan. Includes ball fields, picnic areas, paths, lake, etc. 5. Acquire land for additional parks and greenways in the City. 6. Install bicycle paths in various sections of the City. Priority IV: Social Support Services 1. Construct a 5300 square foot Senior Citizens Center. Purchase of site has already been accomplished and architect has been selected.
