Resolution No. 78-10 CITY OF TIGARD, OREGON RESOLUTION No. 78-_J&,_ A RESOLUTION DECLARING AN INTENT TO OFFER NON-FEE LIBRARY SERVICE TO ALL RESIDENTS OF WASHINGTON COUNTY WITHIN THE FRAMEWORK OF COOPERATIVE LIBRARY SERVICES, AND TO ACCEPT 74,804 ON AN ANNUAL BASIS AS RAISED BY A COUNTYWIDE FIVE YEAR SERIAL LEVY AS COMPENSATION FOR OFFERING SUCH LIBRARY SERVICE. WHEREAS, the City of Tigard has joined the other cities of Washington County and the private, university, school, special and community libraries in offering Cooperative Library Services through participation in a serial levy extending July 1, 1976 to June 30, 1979; and WHEREAS, the success of the Cooperative Library Services in providing non-fee access to all county residents has been firmly established; and WHEREAS, the Cooperative Library Services intends to offer a five year serial levy for approval of the voters of Washington County on May 23, 1978; and WHEREAS, a budget for distribution of funds to be raised upon approval of the five year serial levy is set forth in Exhibit "A" attached hereto and by this reference made a part hereof; and WHEREAS, the amount of $74,804 has been specified as compensation to be paid on an annual basis to the library budget of the city library to serve county residents; and WHEREAS the City Librarian, City Library Commission and City Administrator, has determined this amount adequate to offer such service with no impairment either in level or quality of service now offered residents of Tigard; and WHEREAS, the citizens of the City of Tigard will receive substantial improvements in library service through the other services to be offered all county residents by the Cooperative Library Service; NOW, THEREFORE, BE IT RESOLVED BY THE TIGARD CITY COUNCIL Section 1: The Council hereby declares its intent to continue to offer all residents of Washington County non-fee access to the City library upon passage of the five year serial levy funding countywide compensation for such service.
