RESOLUTION No. 77-6.6
A RESOLUTION OF THE TIGARD CITY COUNCIL EXPRESSING LACK OF SUPPORT FOR THE
PROPOSED WASHINGTON COUNTY REAL ESTATE TRANSFER TAX IN ITS PRESENT FORM.
WHEREAS, Washington County has proposed to adopt a real estate transfer
tax which would be applicable upon all property transfers within Washington
County including incorporated cities; and
WHEREAS, the City of Tigard has previously established its intention to
provide adequate financing through a systems development charge and a real
estate transfer tax; and
WHEREAS, the Tigard City Council has determined a real estate transfer
tax to be imposed by the City of Tigard on transactions occuring within the
city limits should be put before the Tigard voters; and
WHEREAS, the adoption of a real estate transfer tax by Washington
County would have a negative effect upon the City of Tigard in that it is not
proposed by the County to share any of the revenues so generated and the
imposition of two real estate transfer taxes, one by the County and one by
the City, would appear to be not equitable, and hence would effectively
preclude action by the City of Tigard to resolve some of its financial dilemmas.
NOW, THEREFORE,
BE IT RESOLVED by the Council of the City of Tigard that:
Section 1: The City of Tigard hereby opposes the adoption of a real estate
transfer tax by the Washington County Commissioners in its
presently proposed form.
Section 2: City of Tigard recommends to the Washington County Commissioners
that the proposed real estate transfer tax be modifiza to
incorporate either one of the following two provisions:
1. That a sharing of the revenue derived from the real
estate tax be accomplished with each incorporated city
in Washington County; or
2. The proposed real estate transfer tax not be collected for
real estate tra.isfers which occur within incorporated
city limits.
