A RESOLUTION OF THE CITY COUNCIL ESTABLISHING PROCEDURES FOR
CITY COUNCIL REVIEW OF ADMINISTRATIVE ACTIONS OF THE PLANNING
DIRECTOR IN REGARDS TO SUBDIVISION PLATS, MINOR AND MAJOR
PARTITIONS AND DESIGN REVIEW AND ESTABLISHING PUBLIC NOTIFI-
CATION GUIDELINES FOR SUCH ACTIONS OF THE PLANNING DIRECTOR
CONCERNING SUBDSifISIONS, MINOR AND MAJOR P,l.RTITIONS
11MREAS, the City* Council adopted Ordinance 77-25 which
transferred to the Planning Director functions previously per-
formed by the Planning Commission and Design Review Board in
order to effect efficient procedures for the implementation of
the City's comprehensive planning objectives and policies, and
WFEREAS, it is the concern of the City Council that these
functions are exercised in a forwm which provides the fullest
opportunity for review and scrutiny; and
N,:HEREAS, the City of Tigard is committed to providing
opportunities for citizen involvement in land use matters and
notifying neighbors of a pending change in their neighborhood.
NOW, THEREFORE,
BE IT RESOLVED: by the Tigard City Council that:
Section 1. The Tigard City Council hereby directs admin-
istrative review of subdivisions, minor and
major laid partitions to be carried out in
the following manner:
A. Not .less than ten days prior to a final
determination by the Planning Director or
agent, adjacent property owners shall be
wailed a notice informing them that:
(1) A development proposal is being con-
sidered; and for the property in
question and a reduced sketch of devel-
opment shall be enclosed; and
(2) The date by which a final action is
anticipated; and
(3) The proposed development plans are
available for personal review in
Tigard City Hall; and
(4) writte--, comment: may be submitted for
- eonvi4dirartion-,at any time:-prtortto the
date of anticipated final action
B. The Planning Director shall sake known the
results of each administrative decision re
lating to subdivisions, minor and rdajor
land partitions and design review in the
following manner:
(1) By posting on the City Bulletin Board
in City Hall no later than 5:00 P.M. on
the next work day following the decision;
and
(2) By transmittal to the City Council, the
Planning Commission and Design Review
Board of a summary list of all actions
taken within 14 days following the final
determination.
The intent of this reporting requirement is to provide
City Council, the Planning Commission and the Design Review
Board the opportunity to review any administrative action prior
to the expiration of the appeal period and to this end the
Planning Director is instructed to provide the required re-
porting as soon as possible following a decision but in no
case shall a reporting be made more than 14 days follo-:ring a
decision.
