RESOLUTION ESTABLISHING FEES FOR CONNECTION TO UNIFIED SEWERAGE AGENCY MAINS

WHEREAS The City of Tigard, is a member city of the Unified Sewerage
Agency of Washington County, and has, in that capacity, certain obligations
to the Unified Sewerage Agency to assist in the administration of the business
of the agency; and
WHEREAS the Unified Sewerage Agency of Washington County passed on
the 27th day of January, 1976, a resolution amending its regulations relating
to connection fees; and
WHEREAS it -s necessary for the City of Tigard, in order to perform
itsproper function as a member city to bring its regulations and resolutions
relating to connection fees into conformity with the regulations of the
Unified Sewerage Agency,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Tigatd as follows;
Owners of property applying to connect property directly to a
Unified Sewerage Agency sewer, who will receive special and peculiar
benefit from said connection, but who have not been specifically
assessed for the sewer to which they will be making connection, shall,
in addition to the general connection charge, be assessed for the
special and peculiar benefit their property receives. Said assessment
shkll be calculated by averaging the cost to benefited property owners
within three local improvement districts which represent construction
conditions similar to those for the area proposed for service.
It is understood by the City Council of the City of Tigard that
the Unified Sewerage Agency will, upon request, provide the City of Tigard
with the necessary relevant figures for the three mostrecent local improve-
ment districts in which construction conditions are similar to those for
the area proposed for service, and that the figures selected and transmitted
by the Unified Sewerage Agency shall be binding upon the City.
