A RESOLUTION REESTABLISHING THE T=IC_ AND POLICE COUNCIL (T-CAP), ESTABLISHING
PURPOSE OBJECTIVES MEMBERSHIP ORGANIZATION AND OFFICERS AND LIMITATIONS AND AUTHORITY.
( BE IT RESOLVED BY THE TIGARD CITY COUNCIL THAT:
Section 1. Creat_on: Tnereis hereby created a committee designated as the Tigard -
Citizens and Police Council, hereinafter referred to as T_CAP.
Section 2: Purpose: T-CAP is formed for the purpose of assisting in crime prevention
and promotion of public safety through an informed and responsive citizenry.
Section 3: Objectives: To familiarize the citizens of Tigard with the responsibility
to assist in maintaining law and order.
To educate residents and businesses of Tigard on methods of
preventing crime.
To familiarize ourselves and citizens of the community with
the professional provision of police services.
To create understanding and cooperation between the police
and citizens of the community.
To serve an advisory role to the City Council relating to
the effective provision of police services to the City of Tigard.
Section 4: Membership: The total number of members shall be eighteen (18).
Composition: Appointments may be made from, but not limited to, the
following groups:
e. Six members from local service organizations (such as Rotary, Kiwanis,
Lions, Chamber of Conmerce, Jaycees, Optimists).
b. Two - religious readers.
c. Two - representatives of the local school district.
d. One - student of the local school district.
e. One - representative from business or industry.
I. Six - citizens at large.
Eligibility and Selection Criteria:
a. A member most have an affiliation in the area ?erved by the Tigard
Police Department i.e, citizen, club member, business person,
employee, etc.
b. Selection will be based upon the following criteria-

. The individual's interest
2. The ability and willingness to participate
3. Ability to attend meetings as prescribed by Resolution No. 75-4.
c. Tenure of office
1. Initial appointments shall be made in the following fashion:
6 members for 1 year
6 members for 2 years
6 members for 3 years
Thereafter, the tenure of appointment shall be 3 years.
2. Each appointee may serve a maximum of two (2) terms and no
longer than six (6) years.
3. T-CAP shall be divided into three subcommittees of five members
each.
C Section 5: Organization: A. Officers shall consist of President, Vice President,
and Secretary-Treasurer. Officers shall be elected
annually.
B. The President shall appoint members to one of the following
three committees:

I.. Research Committee - to study and report on the
followings i
• a. Means of crime prevention.
b. Tigard Police Department, monthly and other
crimes,
C.
Crime rate in our area.
d. Police operations.
e. Laws and new legislation related to our
objectives.
2. Public Relations Committee - General Purposes
a. Effective communication between police and
citizens.
b. Publicity and notices.
c. Communication between T-CAP and other
organizations.
3. Project Committee - To plan, organize, and put
into action various projects necessary to meet our
objectives. i.e. neighborhood coffees, films
on burglary in the schools, etc.
C. Further subcommittees may be created ns desired by the
membership.
Section 6s Limitation of T-CAPS T-CAP is not empowered to establish policy or to
perform any internal investigative function.
Section 7s Authority of T-CAP: A. The Council has the authority to observe the
department's operations at any time, individually
or as a group upon reasonable prior notice.
Section Ss The operation, and coordination of T-CAP with the police department, shall
be the responsibility of the Chief of Police. He shall maintain adequate
and current files on council composition, meetings and activities. -
Section 9s A. A ccpy of this charter shall be given each member of the T-CAP
upon appointment.
Section LO: Summarys The main purpose of T-CAP Is to help prevent crime and promote
public safety. It is realized that the police alone cannot stop
crime. It takes the participation, to�peratlon, and understanding
of Police and Citizen alike.
T-CAP, therefore, is a vehicle of the Tigard City Council to
inform and educate the public of the responsibility and
methods to protect the lives and property of ourselves and our
neighbors.
