Resolved that the Council of the City of Tigard does

xv hereby request the Finance Officer of Washington County
yto invest any presently unused funds reserved for payment
of bonds of the former sewer districts with the Oregon
Mutual Savings Bank, at the best interest rate obtainable
for so long as same are not needed for the purpose for
which they are collected.

TO: OREGON STATE HIGHWAY COMMISSION:
WHEREAS, the City of Portland, the counties of Clackamas, Multnomah
and Washington and the other cities within the three counties comprise the
largest metropo2ltaa area in the State of Oregon; and
WHEREAS, these local agencies are finding it iucrsasingly mora
difficult to provide the necessary high level traffic arteries while at the
same time mating the growing need for arterial and collector road systems
to accommodate the rapidly expanding urban traffic; and
WHEREAS, the local and federal aid secondary C road funds are
iaaufficisnt CO finance all of the needed facilities In the metropolitan area;
and
WHEREAS, the above named local agencies ars engaged in a Metropolitan
Transportation Study toward the end of developing a 2990 transportation plan;
and
WHEREAS, the latest progress report of the Transportation Study shows
that based on the committed traffic system accessibility o£Washington county
and the u0FOWestarly portion of Clackamas County, will be poorer, or no batter.
When the committed syctem is constructed than it was in 1950 when the study
began; and
WHEREAS, this poor accessibility will not permit the development to
the level predicted by all reputable planners; and
• WHEREAS, the rapidly Increasing land values, population growth and
rapid urbanization are imposing severe problems in the acquisition ead preserve-
fj. tion of future righta-ofway for traffic facilities sufficient to handle traffic
flow; and
WHEREAS, the Sellwood Bridge across the Willamette River is in used
of imeadiata relief to accommodate constantly increasing traffic demands; and
WHEREAS, Johnson Crack Boulevard In Clackamas County is one of the
most heavilytraveled facilities in that county; and

WHEREAS, a transportation route of expressway or freeway standards
' connecting the Beaverton-Tigard Highway with Interstate 5 and Interstate 205, i
utilizing the so-called Multnomah Boulevard-Johnson Creek Boulevard corridor
is essential cc the orderly continued development of the metropolitan area
and its traffic system; and
WHEREAS, such a facility is beyond the ability of the local agencies
to acquire and build, and more properly belongs in Cho State Primary System;
and
. WHEREAS, the City of Beaverton has long urged the construction of
this traffic corridor which goes through that city; and
WHEREAS, the cities of Forest Grove, Tigard and Hillsboro are
i�. situated in Washington County and are dependent on adequate access to the
Portland Metropolitan area and wish to join with other governmental agencies
in expressing their support to the development of the Multnomah Boulevard-
Johnson Creek Boulevard Transportation corridor; and
WHEREAS, the counties of Multnomah and Washington have recognized
the necessity of the subject corridor and have purchased tight-cf-way and are
in the process of purchasing right-of-way along portions of it, and the City
of Portland has repeatedly endeavored to discourage development which would
F. necessitate access to Multnomah Boulevard.
NOW, THEREFORE BE IT RESOLVED, by the local agencies above listed
that the State Highway Commission recognize the regional importance of the
Multnomah Boulevard-Johnson Creek Boulevard corridor, and take all necessary
action cc place it on the State Primary System, with construction to be
scheduled as soon as possible.
