Resolution No. 63-08 R E S O L U T I O N
WHEREAS, the City of Tigard desires to enter into a
written agreement with the Board of Commissioners of
Washington County and certain other municipalities within
Washington County, relating to the conduct of joint plan-
ning in a joint endeavor;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF TIGARD,
THAT:
Section 1. The terms of the agreement set
forth below are hereby approved.
Section 2. The Mayor of the City is desig-
nated to act as the representative of the City of Tigard
to serve on the Advisory Board created by the agreement
referred to in Section 1.
Section 3. The above named representative
is hereby authorized to execute the agreement on behalf
tsa. of the City of Tigard.

a political subdivision of the Stave of Oregon, hereinafter referred
to as "County", and the undersiyncd Muncipai Corporations of the State
of Oregon hereinafter referred to as "City" or"Cities";
'WITNESS THAT:
WIXEREAS, ORS 190.010 authorizes total governments to make agreements
for the joint performance of ad. inistrative functions; and
VHF.%CAS, urban planning is a fur.,:-cion which can economically and log-
ically be carried on as a cooperstiva endeavor; and
WHEREAS, the parties to this agrac,am:t desire to jointly continue
comprehensive planning within areas encompassed by each of the
parties;
IT IS AGREED BETWEEN THE PARTIES H?RETO AS FOLLOWS:
1. Advisory Board and Staff 17:-. ;arties hereto hereby establish an
Advisory Board representing i-_• County and the Cities and a Staff
consisting of a Resident Consultant selected by the Ad-
visory Board and such other cn::loyecs as the Planning Consultant
selects with approval of the ;.civisory Board. The Advisory Board
shall consist of the Mayors o' aech or' the respective Cities party
to this Agreement, and the Chairwan and one other member of the
Washington County Board of Co6aissioners.
2: Planninc Fund A CommunitieL Jcir.t Planning Fund, hereinafter re-
ferred to as "Planning Fund" stroll be established by the Vashington

serve as custodian of said Pionning Fund,
3. Purpose The function and pu,p.sc of the Planning Fund shall be to
provide planning assistance ,o t e Citic. of Washington County,
party to this Agreement, and Cc faciitate the co-ordination of
planning efforts between the C..ias and betveen the County and
the Cities.
4. Contributions The parties ner..`o shill make the following
contributions to the P1arnln,^ Fund:
(a) Each City shall pay eas.: -r into the Planning Fund the sum

urniture and utilities as the County may conveniently

I.; g. Administration The following procedures shall be followed In the
admlalstratlon and conduct of all functions of this Agreement:
(a) The Advisory Board shall represent the County and the Cities
for the purpose of review and approval of budgetary matters
and personnel actions, and to facilitate the co-ordination
of planning policy between the Cities and between the County
and the Cities. The advisory board shall meet at least once
each year for these purposes.
(b) The Washington County Board of Commissioners shall be
authorized as the Trustees for the administration of the
Planning Fund and all expenditLares from sold Fund shall be
approved by said Board of Commissioners or Its designated
agent.
(c) In all matters related to administration, facilities, and
purchases the Planning Consultant retained under this Agree-
ment shall be responsible to the Washington County Board of
Commissioners or its designated agent.
(d) In all matters related to planning, zoning and development
problems the Planning Consultant shall be responsible to
the City within whose Jurisdiction the problem resides.
Planning matters InvolvIng more than one Jurisdiction
may be referred to the Advisory Board.
(e) A budget for the conduct of the funetlons specified in this
Agreement shall be submitted each year to each of the parties
hereto and shalt be reviewed and approved by the Advisory
Board.
6, nuratlon This Agreement shall be In full force and effect from
year to year for an Indefinite period from the date hereof untll
terminated by act of all the parties hereunder. Any party to
this,Agrecaont may withdraw at She and of any budget year. How-
ever, such withdrawal shall not terminate the agreement as to
the other parties. In the event that this Agreement is dissolved.
