Ordinance No. 98-11 CITY OF TIGARD, OREGON ORDINANCE NO.98- AN ORDINANCE CHANGING THE NAMES OF THE FOLLOWING STREETS WITHIN THE APPLEWOOD PARK SUBDIVISION: SW 86TH TERRACE TO SW MCINTOSH TERRACE, SW 88TH AVENUE TO SW APPLEWOOD AVENUE, SW 89TH TERRACE (SOUTH OF SW BELLFLOWER STREET) TO SW EMPIRE TERRACE, SW 89TH TERRACE (BETWEEN SW LODI LANE AND SW BRAEBURN LANE) TO SW CRITERION TERRACE AND SW 90TH TERRACE TO SW PARKLAND TERRACE. WHEREAS, the City received a request from the Post Office and emergency services providers to resolve a conflict with numbered street names in the Applewood Park Subdivision; and, WHEREAS, the Planning Commission has recommended to the City Council that the street names be changed as recommended by the City; and, WHEREAS, in accordance with ORS 227.120, the City Council held a hearing on the proposed name changes at the regular meeting of May 26,1998; and, m WHEREAS, notice of the hearing was given in the Tigard Times within the week prior to the week in which the hearing was held; and, WHEREAS, the City Council finds that renaming of the streets as recommended by the Planning Commission is in the best interest of the City in order to reduce confusion for mail delivery and emergency service providers. NOW, THEREFORE, THE CITY OF TIGARD ORDAINS AS FOLLOWS: SECTION 1: The name of the street shown as SW 86th Terrace on the plat of Applewood Park No. 2 as recorded at pages 27, 28, 29 and 30 in Book 115 of the plat records of Washington County, Oregon, is hereby changed to SW McIntosh Terrace. SECTION 2: The name of the street shown as SW 88th Avenue on the plat of Applewood Park No. 1, as recorded at pages 31 and 32 in Book 113, and on the plat of Applewood Park No. 2, as recorded at pages 27, 28, 29 and 30 in Book 115 of the plat records of Washington County, Oregon, is hereby changed to SW Applewood Avenue. SECTION 3: The name of the street shown as SW 89th Terrace, south of SW Bellflower Lane, on the plat of Applewood Park No. 2 as recorded at pages 27, 28, 29 and 30 in Book 115 of the plat records of Washington County, Oregon, is hereby changed to SW Empire Terrace. SECTION 4: The name of the street shown as SW 89th Terrace, between SW Lodi Lane and SW Braebum Lane, on the plat of Applewood Park No. 2 as recorded at pages 27, 28, 29 0 ORDINANCE No. 98- Page 1 and 30 in Book 115 of the plat records of Washington County, Oregon, is hereby changed to SW Criterion Terrace. SECTION 5: The name of the street shown as SW 90th Terrace on the plat of Applewood Park No. 2 as recorded at pages 27, 28, 29 and 30 ir. Book 115 of the plat records of Washington County, Oregon, is hereby changed to SW Parkland Terrace. SECTION 6: The City Recorder is hereby directed to file certified copies of this ordinance with the County Clerk, the County Assessor, and the County Surveyor of Washington County. SECTION 7: This ordinance shall be effective 30 days after its passage by the Council, signature by the Mayor, and posting by the City Recorder. BACKGROUND City Staff is responsible for assigning street names and addresses within newly developed sutdivisions. The Applewood Park subdivision, which is being developed by Matrix Development Corporation, is broken into three phases. The proposed street name changes affect addresses in Phase 2 only. Phase 3 has not yet been constructed. There are homes currently being constructed in Phase 2, but none occupied at this time. Exhibit A is a letter from Matrix Development indicating support for the proposed name changes. Staff was contacted by the Postal Service with a concern regarding the north/south street names in Phase 2. The City's addressing policy suggests that north/south streets be numbered. When Staff assigned the existing street names, they had difficulty because the streets did not align well with the addressing grid lines on our addressing maps. These AML address grid lines are consistent with the entire Metro area. Although Staff did `.heir best to fit names as close as possible to the grid lines, the result of our street name assignments is that the house addresses do not match the street numbers. This causes a problem for the Postal Service and emergency services. Staff discussed the street name dilemma with the City of Tigard Police Department, who also expressed great concern for the confusion, and decided that numbered streets in this development is not practical. Therefore, Staff is recommending the streets be renamed to "name" streets versus numbered streets. Attached is a map representing the existing street names (Exhibit B) and a separate map showing the proposed name changes (Exhibit Q. PROCESS ORS 227.120 provides the procedure for renaming streets. The Planning Commission shall recommend to the City Council the renaming of any existing street, if in the judgement of the Commission the renaming is in the best interest of the City. Upon receiving such recommendation, the Council tray rename the street(s) in accordance with the recommendation or may reject the recommendation. The Council must hold a hearing before making its decision. STAFF REPORT: Renaming of Streets in Applewood Park No. 2 Page 1 STAFF RECOMMENDATION Staff recommends that Planning Commission recommend to the City Council that the following street names be changed: SW 86th Terrace to SW McIntosh Terrace SW 88th Avenue to SW Applewood Avenue SW 89th Terrace to SW Empire Terrace SW 89th Terrace to SW Criterion Terrace SW 90th Terrace to SW Parkland Terrace. Changing of the street names will reduce confusion for mail and emergency service providers, thereby providing for the welfare of the general public.
