} 3. Backgr�nd Information
In February of 1996,the City Council authorized staff to proceed with hiring consultants to $
a f assist in a new effort to bringresolution to issues as
with land use in the Triangle.
With the assistance of the consulting team,a task force was formed made up of
rrf representatives of areas residents,business owners,developers,COOT and Metro. A x a
-fix= s t series of meetings were held throughout the past year and a proposal was developed and
submitted for approval at a public hearing before City Council on December 17,1996. At
that hearing,Council recommended approval of the comprehensive plan and
development code amendments to adopt a new street system aed a new mixed use ' r
' ! employment zone. Council adopted these provisions by final order on December 30,
r 1996. Council continued the public hearing on further development code amendments to '
rY allow development of design standards for the Tigard Triangle.

,4 The task force,staff and consultants met a total of four times to discuss and reach
consensus on design standard provisions. A series of design standards were developed,
s i placed into ordinance format and presented to City Council on March 11,1997. City 4
Council directed staff to prepare a final order adopting the proposed standards at that
f public hearing. r �s

The site is approximately 340 acres in size. The proposed land use action includes
amendments to the Development Code to include design standards for the Tigard Y. I

B. FINDINGS AND CONCLUSIONS j

STATEWIDE GOALS
1. Citizen Involvement: Goal 1 requires a citizen involvement program that ensures
the opportunity for citizens to be involved in the planning process. Tigard
Comprehensive Plan Policy 2.1.1 and Tigard Community Development Code Chapter 18 - ;
provide for citizen participation and notice. Notice of the Planning Commission and City7v3�r�.
Council hearings and opportunity for response was advertised in the local newspaper and car
request for comments were sent to all CITs and Department of Land Conservation and
Development. The proposals were subject to a public hearing before the city council tr
+a which included citizen testimony. That testimony was considered in reaching a final rimer " -z
L dJ decision. This goal is satisfied.
2. Land Use Planning: Goal 2 requires that land use plans must be the basis for f

specific implementation measures and that those measures must be consistent 1n ��
with and adequate to carry out the plans. The proposed design standards specifically
carry out the changes to the plan that have been previously approved and are consistent Uem

I with those amendments. The new design standards provide the criteria and standards to
carry out the plan. ow,, '
Goal 2 also requires that the plan and related implementation measures shall be
coordinated with the plans of affected governmental units. ODOT,Metro and DLCD

for a variety of economic activities. This goal has been met because the design
standards continue to allow a variety of opportunities for a variety of economic activities
vital to the health,welfare and prosperity of Tigard citizens. The design standards will
z encourage a quality of development to occur that will make the Triangle an attractive
place to do business and live. We therefore conclude that the design standards carry out t
the objectives of Goal 9. This goal is satisfied.

pedestrian access that will encourage pedestrian activity while providing a safe and ° k

6, Energy Conservation: Goal 13 requires that land and uses be developed to
!!i maximize the conservation of all forms of energy. The proposed design standards h
1 encourage the use of bicycles and pedestrian activity by providing well landscaped, 41

generous sidewalks.and interest and increased safety along street frontage by requiring
buildings to be located at street frontages. Ultimately,this will reduce the number of autos`
trips necessary and will result in energy conservation. This goal is satisfied. N

7 Design standards for public street improvements and for new development and y
$h renovation projects have been prepared for the Tigard Triangle. These design standards

address several important guiding principals adopted for the Tigard Triangle,including �
creating ahigh-quality mixed use employment area,providing a convenient pedestrian ,#} �f � # '
x and bikeway system within the Triangle,and utilizing streetscape to create a high quality t+f k
s t j image for the area. ,

y All new developments,including remodeling and renovation projects resulting in non
single family residential uses,are expected to contribute to the character and quality of A j
the area. In addition to meeting the design standards described below and other a ;
development standards required by the Development and Building Codes,developments
will be required to dedicate and improve public streets,connect to public facilities such as ,g
sanitary sewer,water and storm drainage,and participate in funding future transportation d ' '
and public improvement projects necessary within the Tigard Triangle.
