ORDINANCE NO, 84-_1�3
AN ORDINANCE ADOPTING FINDINGS AND UPHOLDING THE PLANNING COMMISSION'S
APPROVAL OF A COMPREHENSIVE PLAN AMENDMENT (CPA 22-84) AND DECLARING AN
EMERGENCY.
WHEREAS, the subject property contains 16.41 acres and is within the City of
Tigard's Urban Planning area; and
WHEREAS, the Land Conservation and Development Commission has required that
the City assign a land use designation to the property; and
WHEREAS, the land to the east of the property is designated Medium High
Density Residential; and
WHEREAS, the property was designated as Residential 16-24 unites per acre on
the Washington County Comprehensive Plan, and
WHEREAS, this application complies with section 18.22.030 and 18.22.040 of the
Tigard Community Development Code which identifies the following standards and
procedure for Comprehensive Plan Amendments and Zone Changes.
A. This application will not adversely affect the health, safety, and
welfare of the Community.
B. This application is in compliance with LCDC Goal 1, 2, 10, and 14.
C. There is evidence that there is an inconsistency in the Comprehensive
Plan because there is no plan designation assigned to the property by
either the City or County; and
WHEREAS, this site complies with the locational criteria, for the High Density
Development Plan designation as set for below:
1. The area is not committed to low density development.
2. The area can be buffered from low density r^:sidential.
3. The area has direct access on to Scholls Ferry Road which is a minor,
arterial.
4. There ars: no on-site development limitations; no steep slopes,
wetlands or floodplains.

THE CITY OF TIGARD ORDAINS AS FOLLOWS:
Section 1.. The City Council upholds the Planning Commission's approval of
the Comprehensive Plan Land Use Map Amendment as proposed and
set forth in attached Exhibit "A" (Map) and "S" (Legal
Description).
Section 2, Inasmuch as it is necessary to revise the City's Comprehensive
Plan Maps to allow development in a timely manner, an
emergency is declared to exist and this ordinance shall become
effective upon its passage by Council and approval by the
Mayor.
