ORDINANCE NO. 84
AN ORDINANCE OF THE TIGARD CITY COUNCIL AMENDING SECTION 3.16.030 OF THE
TIGARD MUNICIPAL CODE RELATING TO SYSTEM DEVELOPMENT CHARGES -- RECREATION
r `;;',,'CITIES; AND PRESCRIBING NEW RATES OF CHARGES.
WHEREAS, a system development charge is imposed on new residential
development to acquire, develop, and expand additional park and recreation
facilities; and
WHEREAS, the charges currently in effect have not been adjusted since
1977; and
WHEREAS, the costs of providing additional park and recreation facilities
have increased over 40% since 1977.
NOW, THEREFORE, THE CITY OF TIGARD ORDAINS AS FOLLOWS:
Section l: "Section 3.16.030 Formula for determining charge." is amended as
follows, with bracketed items ([1) deleted and replaced with
underlined items ( ):
"3.16.030 Formula for determining charge. (a) The
following formula had been used as the basis for
determining the system development charge:

Using these figures and the Natural Features and Open
Space Element standard of one acre of park for every
one hundred people and an average appraised value of
residential land of [$9,500]$22,500/acre**, the fee
assessed per unit would be as follows:

(b) The system development charge is imposed upon the
/ development of all lands in the city of Tigard,
according to the demands which the proposed deve_loment
of said lands place upon the park and recreation system
serving the city as described above. Charges are set

formula set out in subsection (a) of this section and
rounding to the nearest even ten. Thus the charges to
be made are as follows:

Section 2: That this ordinance shall be effective on and after the 31st day
