ORDINANCE NO. 81-22
AN ORDINANCE PROHIBITING TEMPORARILY PUBLIC USE OF SUMMER LAKE PARK;
CREATING PENALTIES; DECLARING Ari EMERGENCY.
The City Council has learned that Summer Lake Park and the
private property .near it have become the objects of substantial abuse
which threatens the future of the park, its wildlife and vegetation,
and the property and persons near the park. Many incidents involving
the illegal use of motorcycles, illegal hunting and fishing, vandalism
and other antisocial behavior have been reported.
After studying the problem the City Council has concluded
that the development status of much of the nearby property may be at
least partly responsible for this unusual, destructive treatment of
the park and surrounding area. Though the area is planted and develop-
ment has begun there are still relatively few residents. As a result,
those abusing the park and surrounding area apparently feel particularly
free from observation and safe from apprehension.
Therefore, and in order to protect Summer Lake Park and its
surrounding neighborhoods, the City of Tigard ordains as follows :
Section 1. Summer Lake Park is hereby declared closed to public
use, ann entry by any person not authorized by the Chief of Police or
the City Administrator is declared to be a civil offense punishable by
a fine not exceeding $50.
Section 2. The closure effected by Section 1 shall be temporary.
It shall remain in force until July 1, 1982 unless terminated sooner
by ordinance.
Section 3. It appearing to the City Council that the immediate
effectiveness of this ordinance is necessary to the public peace,
health and welfare, an emergency is declared to exist. This ordinance
shall become effective immediately upon its passage and signature.
