AN ORDINANCE ADOPTING FINDINGS WITH RESPECT TO AN APPLICATION BY CITY OF TIGARD
FOR AN AMENDMENT TO THE 1970 ZONING MAP OF THE CITY OF TIGARD, CHANGING THE ZONE
DISTRICT FROM WASHINGTON COU14TY "RS30 " TO CITY OF TIGARD "R-20" SINGLE FAMILY g
RESIDENTIAL AND ADOPTING EXHIBITS "A", "B", & "C" GRANTING THE APPLICATION AND FIX-
ING AN EFFECTIVE DATE.
THE CITY OF TIGARD ORDAINS AS FOLLOWS
SECTION 1: Finding that the lands hereinafter described have been heret:ofure and
are now classified as Washington County "R-30" and further findings
edures, the above stated application for a zoning
that pursuant to prescribed proc5
map amendment was heard in a public hearing held by the Tigard Planning Commission f
on May 15, 1979, and all interested persons were there and then afforded an oppor-
tunity to be heard, and thereafter the Planning Commission filed its report and
recommended approval with the City Recorder, a copy therefore hereto attached and
by reference made apart hereof, the Council adopts the following substantive find-
ings:
A. That the applicant is in conformance with the suburban low density
designation of NPO #3 plan, and
B. That the proposed zoning is compatible with the surrounding neighborhood.

Municipal Code, the applicant's request for an amendment of the Tigard
Zoning Map of 1970 to zone those lands described in the attached Exhibit "A" for
use is hereby approved
Single Family Residential (R-20) subject to the provisions
of Chapter 18.20 (Single Family Residential Zones) of the Tigard Municipal Coda
as embodied in or exhibited by the documents submitted and identified as follows:

I. Findings of Fact:
1. Tax Lots in item 5.1a are designated "Urban Low Density" on the NPO
#3, #5, #6, and #7 Plans which permit four dwelling units per gross
acre. Parcels in items 5.1b, 5.1c, and 5.ld are designated "Suburban
Low Density" on the NPO #3 Plan, permitting one to two units per gross
acre.
2. The City is requesting zone changes for these parcels to bring them in
conformance with the Comprehensive Plan and to identify them with a
City zone designation since they have been annexe
sd from County juris-
diction. Thee lots are fully improved and their volunteer zoning
application is unlikely.
3. All of the parcels have existing single family units, Shadow Hills
and Hazeltree subdivisions, were recently developed to County standards
and then annexed to the City. County street standards are different
from the City's in that the paving width is 32 feet (the City requires
34 feet) , and there are no sidewalks or subsurface drainage required,
II. Conclusionary Findings:
1. There exists a need to zone parcels within the City to the City designa
tion outlined on the Comprehensive Plan.
2. Road and sanitary services exist to all parcels.
3. Proposed zoning will bring each parcel into conformance with the
Comprehensive Plan.
ill. Staff Recommendations
Staff recommends approval of the zone change request as submitted.
