THE CITY OF TIGARD ORDAINS AS FOLLOWS SECTION l: Finding that the lands hereinafter described have been heretofore and are now classified as Washington County "R-30" and further findings that pursuant to prescribed procedures, the above stated application fora zoning map amendment was heard in a public hearing held by the Tigard Planning Commission on May 15, 1979, and all interested persons were there and then afforded an oppor- tunity to be heort and ard, and thereafter the Planni�9Copthereforession filed hereto attached and g recommended approval with the City Recorder, k by reference made apart hereof, the Council adopts the following substantive find- ings: nformance with the suburban low density A. Ru-4, RS-1, and R-30 to City of Tigard R-7, 20, and R-30, „Single Family P,esidential," Previous Action: The above referenced parcels have been annexed into the City They were developed to County Standards and are considered improved to their fullest use. Tax Dots in item 5.1a are designated "Urban Low Density" on the NPo #3, #5, #6, and #7 Plans which permit four dwelling units per gross acre. parcels in items 5.1b, 5.1c, and 5.1d are designated "suburban Low Density" on the NPO #3 Plaii, perm-4 tting one to two units per gross acre. 2. The City is requesting zone changes for these parcels to bring them in confoxmance with the Comprehensive Plan and to identify them with a City zone designation since they have been annexed from County juris- diction. These lots are fully improved and their volunteer zoning application is unlikely. 3. All of the parcels have existing single family units. Shadow Hills and Hazeltree subdivisions, were recently developed to County standards and then annexed to -the City. County street standards are different from the City"s in that the paving wtath is 32 feet (the City requires 34 feet) , and there are no sidewalks or subsurfac drainage requited. II. Conclusionary Findings: 1. There exists a need to zone parcels within the City to the City designa- tion outlined on the Comprehensive 'lan. 2. Road and sanitary services exist to all parcels. 3. Proposed zoning will bring each parcel into conformance with the ' comprehensive Plan. 111. Staff Recommendations Staff recommends approval of the zone change request as submitted. s,.
