AN ORDINANCE ADOPTING THE COMMUNITY SERVICES AND TRANSPORTATION PLAN FOR TIGARD TO
THEREBY ATTAIN THE PURPOSES AND OBJECTIVES OF CHAPTERS 197 AID 227 0. S. INSOF_AP,
AS APPLICABLE, WITH RESPECT TO THE TIGARD DETAILED PLAN AREA: THUS SUPERCEDING THAT
PORTION OF THE TIGARD COMMUNITY PLAN AS ADOPTED BY ORDINANCE NO. 73-6 AND NEIGHBOR-
HOOD PLANNING ORGANIZATION PLANS ONE THROUGH SIX, AS ADOPTED BY ORDINANCE NUMBERS
74-25, 75-8, 75-55, 77-69, 78-9, and 78-27 AS AMENDED, HERETOFORE APPLICABLE TO THE
SAME AREAS; AND FIXING AN EFFECTIVE DATE.

THE CITY OF TIGARD ORDAINS AS FOLLOWS:
SECTION 1: The City Council finds that the Tigard Planning Commission, with the as-
sistance and guidance of the Planning Department and the response of
citizens given in public hearing, heretofore submitted to the City Council documents
comprised of a Draft Community Services and Transportation Plan, dated June, 1978,
and Planning Commission Recommendations, dated September 15, 1978.

SECTION 2: That the City Council further finds that said documentary presentation

has as its base a thorough study of the public facilities and services
demands, conditions, standards,and needs; and includes policies and projects that
promote the public interest, health, safety, comfort, convenience, and welfare of
the community; and complies with the requirements of a comprehensive plan as contem-
plated by Chapters 197 and 227, O.R.S., to the extent applicable.
SECTION 3: The Council further finds that after due and legal notice, a public hearing-
was held in the lecture room at Fowler Junior High School, on September
25, 1978, by the City Council, at which time all interested persons were afforded an
opportunity to be heard with respect thereto and to comment thereon.
SECTION 4: In furtherance of the above findings, the City Council hereby determines
that the document denoted "Community Services and Transportation Plan"
is a desirable and necessary guideto the provision of public facilities and
services and is hereby adopted and promulgated as,an element of the comprehensive
plan for the area involved.
SECTION 5: This ordinance shall be effective on and after the 31st day after its
passage by the Council and approval of she Mayor.

F . The Council received copies of the Draft Community Services
and Transportation Plan three weeks ago, in order to allow
adequate time for detailed study of the document. The memo
that accompanied the draft (dated August 28) outlined major
considerations which ought to be made in evaluating it.
Planning Commission Recommendations
The Planning Commisssion, at its hearing on September 12, 1978,
recommended adoption of the draft plan with the following policy
changes (and minor staff revis4-ons in the text of the plan to
conform to those changes and to include new information and
corrections) :
A. Civic Center
1. After "secure," add: "an adequate, cost-effective" .
Replace "immediately" with "as soon as possible".
b. Revised to read: "The lowest-cost means of meeting
of minimum facilities needs should be determined
by a qualified consultant who should be hired to
conduct the necessary space programming analysis and
architectural design. "
d. After "services", add: "and costs" .
B. Communjcations. and Energy Utilities.. (see p..38, policy, #2)
f -2. After "additional", add: "utility". After "facilities" ,
add: "(eg. , transmission lines, bulk power substations,

Clarifying Amendments to NPO Plans (p. 106)
NPO #4: The following streets were implicitly designated
collectors (according to the Step 4 Map of the NPO #4 Plan).

The Planning Commission recommends that these streets be added
to the list of collectors on p. 106.
NPO #6: The text of the NPO #6 Plan apparently erred in des-
ignating the entire lengths of Sattler Road and Summerfield
Drive as collectors. The Planning Commission recommends that
their classifications be adopted as described on p, 106.
1c, (See Transportation Projects list, p. 117) . The Planning
Commission recommends the following changes in the wording of
the flood plain bridge replacement projects: Replace "all"

Staff recommends adoption because this is a long-range policy, -
rapid transit on Barbur Boulevard would benefit Tigard, and
the potential construction of the Banfield LRT line makes this
policy realistic.
Addendum-Transportation for the Handicapped
The attached addendum with policy is recommended by the Planning
Commission and regional planning requirements.
M. Water Service (see p. 161, #3)
Modify the detailed policy #3, pursuant to concerns of the
Metzger Water District, by adding, at the end of the first
sentence: "until service is resumed by the Metzger Water
District" ,

The transportation handicapped portion of the population has been
estimated at 6.0% in Washington County. This figure includes the
moderately or severely functionally handicapped (not including the
mentally handicapped) at 3.6% and the able-bodied elderly without
drivers licenses (:2.470) . If these estimated proportions are also
descriptive of Tigard residents, the total number of transpor.ation
handicapped in this area now is approximately 1200, or one of every
16 persons. About 400 of them (480) are elderly without drivers
licenses and 6070 (720) are physically handicapped.
Current Service
TrE.nsportation services for the transportation handicapped are now
provided by a few social service agencies and private non-profit
organizations. Special Mobility Services, Inc. , for example,
provides service through the Loaves and Fishes program and the Tigard
Christian Church. The Tigard Loaves and Fishes, Inc. has the use
of a van with a wheelchair lift through this arrangement and generally
by
serves only the elderly. Washington County Community Action and
Washington County Public Welfare Children's Services Division also ,
provide special transportation service. blost ,trips provided in this
way are for health care and meal program support. If these special
transportation services were provided uniformly to the population of
transportation handicapped in Washington County, then in Tigard about
204 passengers benefit, or only 1770 of the handicapped population .
This would involve more than 17,000 oneway rides provided each year. '
Recommended Policies
The Interim Special Transportation Plan for the CRAG Region (December
1977) recognizes that the primary agencies responsible for rnaintaining
and improving service to the transportation handicapped are the '-
public and private service providers and CRAG. One of the
Implementation Strategies of that plan addresses the role of local
jurisdictions. e
E. Local jurisdictions should consider subsidizing shared
taxi service and reduced fare programs as a means of
meeting the local transportation needs of the elderly F
and handicapped.
In view of the other pressing demands on City of Tigard resources,
however, such programs would appear inappropriate at this time.
