AN ORDINANCE AMENDING TITLE 16, SIGN REGULATIONS OF THE TIGARD
MUNICIPAL CODE, BY PROHIBITING THE ERECTION OF NEW OUTDOOR
ADVERTISING SIGNS IN THE CITY OF TIGARD FOR A PERIOD OF THREE
YEARS FROM THE EFFECTIVE DATE OF THE ORDINANCE AND DECLARING AN
EMERGENCY.
THE CITY COUNCIL OF TIGARD ORDAINS AS FOLLOWS:
Section 1: �Policy: The City Council of Tigard, Oregon finds
and declares that:
1. The zoning code, in the interest of public health,
safety, and general welfare of the citizens of the
City of Tigard is in need of periodic revision;

2. Indiscriminate and uncontrolled outdoor advertising
signs detract from a visually satisfying
environment;
3. A visually satisfying environment contributes to
the well being of the City by making it more attractive
to the residents, visitors, and business interests, and;
4. It is in the interest of the public health, safety,
and general welfare that outdoor advertising signs
be regulated and that no new ones be erected or
enlarged during a three year period commencing on the
effective date of this ordinance or until an
ordinance which deals with their regulation is adopted.
Section 2: New Outdoor Advertising Signs Or Enlargement Of Existing ,

1. The purpose of this ordinance is to provide a period
of time in which to study the outdoor advertising
situation in the City of Tigard and to draft and
subsequently adopt an ordinance to regulate and
control outdoor advertising signs according to the
finding of said study. This ordinance prohibits
the erection or enlargement of any outdoor advertising
x signs for a period of three years after the effective
,,. date of this ordinance, or until such an ordinance
is adopted.
2. No outdoor advertising sign shall be erected or
enlarged in the `City of Tigard for a period of three '°

it is necessary for the immediate preservation of the
peace, health, and safety of the City of Tigard, Oregon, that the
foregoing change becomes a permanent part of the City's records, and
this ordinance shall be effective upon its passage by the Council
and approval by the Mayor.
