FINAL ORDER
RE: BOUNDARY CHANGE PROPOSAL NO. 1049 - Annexation of territory
to the City of Tigard.
Proceedings on Proposal No. 1049 commenced upon receipt by the
Boundary Commission of a petition from property owners on March 3,
1977 requesting that certain property be annexed to the city. The
petition meets the requirements for initiating a proposal set forth
in ORS 222 .170 and paragraph (a) Section (4) of ORS 199.490.
Upon receipt of the petition the Boundary Commission published and
posted notice of the public hearing in accordance with ORS 199.463
and conducted public hearings) on the proposal on April 6 and May 4 ,
1977. The Commission also caused a study to be made on this proposal
which considered economic, demographic and sociological trends and
projections and physical development of the land.
FINDINGS
On the basis of the public hearings and the study the Boundary
Commission found that :
1. The original territory to be annexed is contiguous to the city
and contains 5. 96 acres , 3 single family residences , an estimated
population, of 10 and is evaluated at $112,300.
2. The property owners desire annexation to obtain police protec-
tion, an option to hook up to the city' s sewer and the oppor-
tunity to vote on city issues .
3. The territory is identified as Urban by the CRAG and Washington
County Framework Plans and Urban Low Density Residential by the
Tigard Community Plan. Current county zoning is RL'-4 which
allows a density of 4.6 units per acre.
4. The city has police protection, sewers, planning and other ser-
vices immediately available to the site.
5. The territory is within the Tigard Water District, which is
currently serving TL 500, and the Tualatin RFPD, and would re-
main in both districts subsequent to annexation.
6. Approval of this proposal as submitted would leave one adjacent
-tax lot (TL 900) surrounded by the city on three sides. The
Commission determined that the property had been improperly
omitted from the proposal and continued the hearing from April
6, 1977 to May 4 , 1977 for the purpose of notifying the owner
of Tax Lot 900 of the possible modification to include Tax Lot
900. The owner was notified and consented to the inclusion of
his property which contains 6.68 acres and is vacant.

REASONS FOR DECISION
On the basis of the findings the Commission determined that :
1. The- property owners desire annexation to obtain city services ,
partic>>larly police protection. and the opportunity to partici-
pate in city affairs.
2 . The city has the ability to provide police, sewer, planning
and zoning and other city services to the territory.
ORDER
On the basis of the findings and reasons listed above, the Boundary
Commission approved BOUNDARY CHANGE PROPOSAL NO. 1049 as modified
on May 4, 1977 .
NOW THEREFORE IT IS ORDERED TI'IAT the territory described in
Appendix "A" and depicted on the attached map, be annexed to the
City of Tigard as of this date.

Annexation
CITY OF TIGARD
A portion of land in Section 11, Township 2 South, Range 1 West, Willamette
Meridian, Washington County, Oregon, being more particularly described as
follows:
Beginning at a point which is 662.62 feet West of the quarter. section corner on
the South line of said section 11; thence running West along the South l-ne of
section 11 a distance of 665.28 feet, more or less, to the Southwest corner of lot
22 of Alderbrook Farm, a subdivision plat of record in said County, thence North
001 19' East a distance of 896.94 feet along the West line of said lot 22 to the
South line of Tract G-1 of Summerfield #4, a subdivision plat of record in said
County; thence South 89059' East a distance of 665.28 feet along the South line
of said Tract G-1 to the center line of 50 foot wide S.W. 98th Ave. (County Road
2048); thence South 00009'16" West along the center line of S.W. 98th Ave. a
distance of 897.51 feet to the point of beginning.
