AN ORDINANCE CALLING A SPECIAL ELECTION TO BE HELD ON THE 29TH DAY OF JUNE, 1976,
FOR THE PURPOSE OF SUBMITTING TO THE LEGAL VOTERS OF THE CITY THREE (3) MEASURES
TO LEVY TAXES IN EXCESS OF THE TAX BASE FOR DESIGNATED ITEMS OF THE CITY'S GENERAL "
FUND FOR THE FISCAL YEAR BEGINNING JULY 1, 1976, AND ENDING JUNE 30, 1977; FIXING
AN EFFECTIVE DATE AND DECLARING AN EMERGENCY.

THE CITY OF TIGARD ORDAINS AS FOLLOWS:

Section 1: The City Council finds that the hereinafter designated amounts cannot 1
be provided within the amount that may be levied within the City's
tax base pursuant to Section 11, Article XI, Oregon Constitution, and that such
resources are necessary during the fiscal year beginning July 1, 1976, and ending
June 30, 1977, for the health, welfare and safety of the people of the City of
Tigard, and the Council further finds that it is necessary to submit each of the
following proposals to the legal voters of the City of Tigard for adoption or x
rejection on the basis of each individual measure to afford the legal voters of
the City an opportunity to approve or reject all, some or none of said measures
to levy taxes in excess of the limitations of Section 11, Article XI of the
Oregon Constitution.
Section 2: A special election is hereby called to be held in the City of Tigard
on the 29th day of June, 1976, between the hours of 8:00 o'clock A.M.
and 8:00 o'clock P.M., Pacific Daylight Time, at the polling places hereinafter !'
designated for the purpose of submitting to the legal voters of the City each
of the following propositions for each of the following purposes.
Section 3: That the following ballot title and statement of chief purpose of
proposal are hereby approved with respect to the following measure:

IMPROVEMENT, SERVICE & EQUIPMENT LEVY PROPOSAL

SHALL THE CITY OF TIGARD BE AUTHORIZED TO LEVY FOR GENERAL FUND PURPOSES,
51. FOR THE PERIOD BEGINNING JULY 1, 1976, AND ENDING JUNE 30, 1977, THE SUM OF
$145,292 IN EXCESS OF THE TAX BASE OF THE CITY COMPUTED IN ACCORDANCE WITH
SECTION 11, ARTICLE XI, OREGON CONSTITUTION?

EXPLANATION OF THE BALLOT QUESTION
The purpose of this levy is to provide funds to:
1. Resurface approximately 2 miles of City streets ($50,000). This will
reduce street maintenance costs in the future.
2. Control mosquitoes, yellow jackets and weeds ($6,500). This will reinstitute
a program that could not be funded last year.

3. Purchase emergency power generators for police radio equipment ($6,500).
4. Construct sidewalks, install storm drains and acquire street rights-of-way
at dangerous intersections ($38,000).
5. Provide more adequate codes enforcement ($15,000).
6. Build parking and field sports area at Cook Park ($16,584). One half
of this amount will be recovered from state park grant funds for use in
the parks in the following year; and
7. Provide for uncollectable taxes as provided by State law.
If approved, the estimated tax rate for this proposal will be 68 cents/1,000

The estimated one time cost to a $30,000 home for 1976-77 is as follows:

IOUTH SERVICES LEVY PROPOSAL
SHALL THE CITY OF TIGARD BE AUTHORIZED TO LEVY FOR YOUTH SERVICES PURPOSES
52. -FOR THE PERIOD BEGINNING JULY 1, 1976, AND ENDING JUNE 30, 1977, THE SUM OF
$5,000 IN EXCESS OF THE TAX BASE OF THE CITY COMPUTED IN ACCORDANCE WITH
SECTION 11, ARTICLE XI, OREGON CONSTITUTION?
EXPLANATION OF THE BALLOT QUESTION
The purpose of the levy is to provide $5,000 to Tigard Community Youth
Services, Inc. to provide for a portion of the operation expenses such
F� as rent, telephone, paper &utilities.

Tigard Community Youth Services is a juvenile prevention program designed to
keep youth out of the juvenile court system. Services include counselling
for both youth and families, job referral services, parent education, infcrma tional
seminars, and crisis intervention.
If approved, the estimated tax rate for this proposal will be $0.02/1,000 valuation.
The estimated total cost to a $30,000 home for 1976-77 is 60 cents.

SHALL THE CITY OF TIGARD BE AUTHORIZED TO LEVY FOR AGED SERVICES
53. PURPOSES FOR THE PERIOD BEGINNING JULY 1, 1976, AND ENDING JUNE 30,
1977, THE SUM OF $2,000 IN EXCESS OF THE TAX BASE OF THE CITY
COMPUTED IN ACCORDANCE WITH SECTION 11, ARTICLE XI, OREGON CONSTITUTION?
EXPLANATION OF BALLOT QUESTION
The purpose of the levy is to provide $2,000 to Tigard Loaves and Fishes to
provide for a portion of the operating costs of this organization which
provides nutritional and other services to the aged.
The estimated total cost to a $30,000 home for 1976-77 is 30 cents. 5,

Section 6: That the polling places in 'the precincts, designated on the attached
Schedule "A", are hereby approved and adopted, and the persons named
on the attached Schedule "B", by this reference made a part hereof, with respect
to each precinct and polling place shown thereon, are designated to serve as
members of each Board of Election, who shall take the oath prescribed by law to
faithfully perform the duties of said offices.
Section 7: In all respects the conduct of said election shall conform to the pro-
;cedures. established by, law, except as herein modified, and the City
Recorder be, and she is hereby, authorized and directed to notify the designees
of their appointment to serve as election board members. The City Recorder be,
and she is hereby, further authorized and directed to take such further action
required to obtain poll books, and prepare or cause to have prepared ballots
and other election materials as necessary to the proper:.-conduct of said election,
and to incur all needful and necessary expenses incident thereto.
Section 8: That the City Recorder be, and dhe is hereby, directed to give notice
of said election and the foregoing proposals in the manner following:
(a) By publishing a copy of this ordinance in full in one (1) issue
of the Tigard Times within twenty (20) days immediately prior to the election.
(b) By posting notices of said special election, one at each of
the designated polling ;,laces in each of the precincts in the City not less than
ten (10) days prior to the date of the election and also by publishing notice in
the Tigard Times, once each week for two consecutive weeks, the first of such
publishings to be not less than ten (10) days prior to the date of election.
Section 9: That inasmuch as it is necessary that the foregoing proposals, as
hereinabove set forth, be submitted to the legal voters of the City
with the least possible delay, and it is necessary for the 'peace, health and
safety of the people of the City of Tigard that the election be held at the earliest
possible date, an emergency is hereby declared to exist, and this ordinance shall
"take effect upon its passage by the Council and signature by the Mayor.

number and title only, this 4th day of June, 1976.
