i AN ORDINANCE CALLING A SPECIAL ELECTION TO BE HELD ON THE 24th
DAY OF JUNE, 1975, FOR THE PURPOSE OF SUBMITTING TO THE LEGAL
VOTERS OF THE CITY FIVE (5) MEASURES TO LEVY TAXES IN EXCESS OF
THE TAX BASE FOR DESIGNATED ITEMS OF THE CITY'S GENERAL FUND
FOR THE FISCAL YEAR BEGINNING JULY 1, 1975, AND ENDING JUNE 30,
1976; FIXING AN F.FFFCTTVE DATE AND nFCT.ARTNC AN F.MFRG_F.NCYV
THE CITY OF TIGARD ORDAINS AS FOLLOWS:
Section 1: The Cit.{ Council finds that each of the hereinafter
esigna ed amounts for each of the general fund purposes stated
cannot be provided within the amount that may be levied within
the City's tax base pursuant to Section 11, Article XI, Oregon
Constitution, and that such resources are necessary during the
fiscal year beginning July 1, 1975, and ending June 30, 1976,
for the health, welfare and safety of the people of the City
of Tigard, and the Council further finds that it is necessary
to submit each of the following proposals to the legal voters
of the City of Tigard for adoption or rejection on the basis
of each individual measure to afford the legal voters of the City
an opportunity to approve or reject all, some or none of said
measures to levy taxes in excess of the limitations of Section 11,
Article XI of the Oregon Constitution.
Section 2: A special election is hereby called to be held in
the City of Tigard on the24th day of June, 1975, be-
tween the hours of 3:00 o'clock A.M. an :00 o'clock P.M., Pacific
Daylight Time, at the polling places hereinafter designated for
the purpose of submitting to the legal voters of the City each
of the following propositions for each of the following purposes.

EXPLANATION OF THE BALLOT QUESTION
The purpose of this levy is to provide funds to (1) match
an approved Federal Bureau of Recreation grant; (2) to
purchase equipment for park maintenance purposes, includ-
ing tractor and mower; and (3) to provide funds for
limited park and greenway purdases and development of
parklands

52. BEGINNING JULY 1, 1975, AND ENDING JUNE 30, 1976, THE
SUM OF $55,000.00 IN EXCESS OF THE TAX BASE OF THE CITY
COMPUTED IN ACCORDANCE WITH SECTION 11, ARTICLE XI, OREGON
CONSTITUTION?
EXPLANATION OF THE BALLOT QUESTION
The purpose of the levy is to provide funds to
enable additional street improvements, including paving
overlays, additional sidewalks, pathway and other street
construction.
Further requirements for road purposes were included in
the budget and levy for the 1974-75 tax year as a part of the
overall general fund budget financed partially by property
tax levy and in part by other revenue sources.
If this measure is approved, the operating budget for
road improvement and maintenance purposes to be financed
in .part by local taxes for the tax year 1975-76 will be

SUM OF $332,000.00 IN EXCESS OF THE TAX BASE OF THE CITY
COMPUTED IN ACCORDANCE WITH SECTION 11, ARTICLE XI, OREGON
CONSTITUTION?
EXPLANATION OF THE BALLOT QUESTION
The purpose of this levy is to provide funds for main-
tenance and operation purposes of the Tigard Police
Department to enable the continuation of public safety
services of the City of Tigard for the period beginning
July 1, 1975, and ending June 30, 1976.
Further requirements for public safety purposes were in-
cluded in the budget and levy for the 1974-75 tax year as
a part of the overall general fund budget financed par-
tially by property tax levy and in part by other revenue
sources.
If this measure is approved, the operating budget of the
Police Department for the tax year 1975-76 to be financed
in part by local taxes will be $ g0-- greater than
the operating budget for the same Purpose financed in part
by local taxes for the precedingyearas above stated.

The purpose of this levy is to provide funds for the control
of mosquitoes and other insects by contract spraying or
other methods, for the period beginning July 1, 1975, and
ending June 30, 1976.
Further requirements for mosquito and insect control purposes
were included in the budget and levy for the 1974-75 tax
year as apart of the overall general fund budget financed
partially by property tax levy and in part by other revenue
sources.
If this measure is approved, the foregoing general fund
item for the tax year 1975-76 to be financed by local
taxes will be greaten than the operating
budget for the same purpose financed by local taxes for
the preceding year.

" The purpose of this levy is to provide funds to assist
in the support of the Tigard Loaves and Fishes program
which is designed to meet nutritional and other needs
of the elderly, and to provide funds with which to sup
port a program designed to provide counselling and other
ri. assistance to problem children;before they become in-
volved in the juvenile court system. This is a proposed
new service for which no provision was previously made.
$ If this measure is approved, the foregoing general fund
item for the tax year 1975-76 to be financed iti part"'by local
taxes will be $ 5,500.00 greater than the operating
budget for the same purposa for the preceding year,
there having been no prior levy for this purpose.

Section $.: Tn at the polling places in the precincts, designated
"V on the att,uched Schedule "A", are heriby approved and

Lias reference made a part hereof, with respect to each precinct
and polling place shown thereon, are designated to serve as members
of each Board of Election, who shall take the oath prescribed by
law to faithfully perform the duties of said offices.
Section g: In all respects the conduct of said election shall
conform to the procedures established by law, except
as herein modified, and the City Recorder be, and she is hereby,
authur,.z>d and directed to notify the designees of their appoint-
mnnt to serve as election board members. The clay Recorder be,
and she is hereby, further authorized and directed to take such
rurt:her action required to obtain poll books, and prepare or cause
to have prepared ballots and other election materials as necessary
to the proper conduct of said election, and to .incur all needful
and necessary expenses incident thereto.
Section Q: That the City Recorder be, and she is hereby, directed
to give notice of the said election and the -foretgoing-.

ately prior to the election.
(b) By posting notices of said special election, one at each

possible date, an emergency is hereby declared to exist, and
this ordin,ince shall take effect upon its passage by the Council
and signature by the Mayor.
