AN ORDINANCE AMENDING AND SUPPLEMENTING TITLE 2 OF THE TIGARD
MUNICIPAL. CODE BY ADDING THERETO Chapter 2.10 PROVIDING FOR A SITE
DEVELOPMENT PLAN AND DESIGN REVIEW BOARD; PROVIDING FOR MEMBERF4IP
AND APPOINTMENT OF SUCH BOARD; PROVIDING FOR ELECTION OF OFFICE',is
AND PHOCEDURES FOR CONDUCTING BOARD BUSINESS; MAKING PROVISIOfi FOR
EXPENSES; PRESCRIBING DUTIES AND PROCEDURES FOR THE CONDUCT OF SITE
PLAN AND DESIGN REVIEW FUNCTIONS• FIXING EFFECTIVE DATE.
THE CITY OF TIGARD ORDAINS AS FOLLOWS:
Section 1: That Title 2 of the Tigard Municipal Code, be, and the
same is, hereby amended and supplemented to add thereto
Chapter 2.10 entitled "SITE DEVELOPMENT PLAN AND DESIGN REVIEW BOARD",
and providing as follows:
"2.10_.010 Appointment - Membership. The Site Development
Plan and Design Review Board shall consist of five members
appointed by the City Council, two initially designated to
serve one-year terms and three designated to serve two-year
terms, not more than two members of whom may be non-
residents of the city. The Board shall consist of five
members as follows: one member of the City Planning Com-
mission; two individuals who shall be either architects,
landscape architects, artists or designers; and two indi-
viduals actively engaged in business, commerce or industry.
Board members shall receive no compensation but shall be
reimbursed for duly authorized expenses.
112.10.020 Election of Officers. The Board at its first
meeting in eacn od -numbered calendar year, shall elect a
president and a vice-president, who shall hold office during
the pleasure of the Board; and the Board shall select a
secretary, who need not be a member of the Board, and who
shall keep accurate records of all Board proceedings. The
Board shall, as of the first day of October of each year,
make and file a report of its transactions with the Council.
112.10.030 Term of Office. Each successor to the initial
memb3rs whose terms are allotted by the Council, shall
serve a term of two (2) years; any vacancy during a term
shall be filled by appointment by the Council for the un-
expired portion of the vacated term.
"2.10.040 Quorum. Four (4) members of the Board shall be
required to constitute a quorum, and a majority vote of
members net less than a quorum present at a meeting of the
Board, shall be necessary to legally act upon any matter
before the Board.
"2.10,050 Meetings and Records. The Board shall schedule
two regular meetings each calendar month; provided, how-
ever, that if there is no pending business, or plans or
drawings submitted for review by the Board, any scheduled
meeting may for that rosson be cancelled.

"The meetings of the Board, and all deliberations and
proceedings conducted, shall be open to the publi,. The
Board may make and amend rules and regulations for its
government and establish procedures consistent with the laws
of the State of Oregon; the Citv Charter, and the City's
ordi.nences:

"The City Council shall. arrange for or provide space and
facilities to enable the Board to hold its meetings, transact
its business and maintain its records.
112.10.060 Aoorovals or Disapprovals of Designs and Plans.
"(a) All applications for approval by the Board, to-
gether with plans, drawings and other requirements, shall
be filed with the Planning Department of the city.
'"(b) Site development plans and drawings previously
filed with the Planning Department shall be deemed approved
by the Board unless, within 30 days after filing, same shall
have been expressly approved or disapproved or referred back
to the applicant for revision.
'"(c) Design plans previously filed with the Planning
Dapartment shall be deemed to have been approved by the
Board upon the expiration of 30 days after filing, in the
absence of adoption of a motion expressly disapproving said
L design plans concurred in by not less than four (4) members
of the Board, or request for extension of time by the appli-
cant within said period.
112.10.070 Assistants and Ex enses. The Planning Director or

of the Board and shall execute the Board's orders. The
Board may obtain consulting advice on municipal problems,
request Council to designate a secretary and clerks as nec-
essary, and with prior authorization of the Council may
incur such expenses as necessary to the discharge of the
duties of the Board, including reimbursement of necessary
and reasonable expenses to the members of the Board.
"2.10. 180 Powers and Duties. The Board shall be vested
with all powers and duties and may exercise all procedures
as necessary to carry out the purposes, objectives and
obligations of Chapter 18.50 - Site Development Plan, and
Chapter 18.59 - Architectural Design Review, of the Tigard
Municipal Code. In all instances under Chapter 18.58 of
the Tigard Municipal Code where reference is made to site
development plan approval by the planning Ccmmission, the
,. "Site Development plan and Design Review Board" shall be
substituted and shall exercise all authorities therein and
thereby conferred upon the Planning Commission."
Section 2: Effective Date. This ordinance shall be effective
on and after the 31stdayafter its
passage by the Council and approval of the Mayor.
