ADI ORDINANCE R$-IMPOSING A MORATORIUi TO AND INCLUDING
OCTOBER 15, 1973 ON TcIE ISSUANCE OF PERMITS FOR, OR THE CONSTRUCTION,
PLACEMENT OR ALTERATION OF, OUTDOOR ADVERTISING SIGNS IN THE CITY OF
TIGARD; PRESCRIBING EFFECTIVE DATE ARID DECLARING All EMERGENCY.
THE CITY OF TIGARD ORDAINS AS FOLLOWS:
Section 1: The City Council finds that approximately fifteen (15)
billboards or outdoor advertising signs, as defined by
§16.08.240 of the Tigard Municipal Code, are presently constructed,
placed and in use within commercial or industrial zones in the City
of Tigard, and that additional signs of the same character will
inhibit the esthetic considerations, policies and cultural values
within the City.
Section 2: The Council further finds that it is necessary to protect
the public interest and provide for the neat, clean,
_ orderly and attractive appearance of the City of Tigard that no addi-
tional outdoor advertising signs or billboards be permitted in the
future for such period as necessary to afford the City an opportunity
to re-evaluate the esthetic impact of outdoor advertising signs
within the corporate boundaries.
Section 3: That the Planning Commission and :staff of the City,
having heretofore submitted a report to the City Council
pursuant to Ordinance No.72-66, and the Council having insufficient
opportunity to review and deliberate with respect thereto and evalu-
ate the cultural, economic and esthetic impact of outdoor advertis-
ing signs within the City, the moratorium heretofore in effect pur-
suant to Ordinance No.72-66 should be extended as hereinafter set
forth.
Section 14: For the foregoing reasons a moratorium is hereby declared
to and including October 15, 1973, prior to the expira-
tion of which no permit shall be issued for the construction, place-
ment or alteration of an outdoor advertising sign or billboard, as
defined in §16.0.240 of the Tigard Municipal Code, within the City
of Tigard, and no person, as defined in 516,08.250 Tigard Municipal
Code, shall erect, construct, place or locate any structure for out-
door advertising purposes as so defined within the City of Tigard.
Section 5: Inasmuch as it is necessary for the peace, health and
safety of the people of the City of Tigard that the
moratorium heretofore in effect be re-imposed and continued without
delay to enable the City Council to consider, deliberate and evaluate
all aspects of the outdoor advertising activities within the City, an
emergency is hereby declared to exist, and this ordinance shall be-
come effective upon its passage by the Council and approval of the
Mayor.
